- JOFOC The Department of Treasury intends to negotiate a sole source contract with Haver Analytics, to renew its annual DLX database subscription for HQIT and Research & Quantitative Studies. The resulting award will be a fixed price. Negotiations will be conducted using other than full and open competition procedures pursuant to the authority of FAR 6.302-1(a)(2). Interested vendors may identify their interest and capability to respond to the requirement or submit proposals. All interested vendors are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested vendors must submit clear and convincing documentation demonstrating there capabilities to satisfy the requirement specified above. The documentation shall include prices and descriptive literature containing significant technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received within three (3) calendar days of the publication of this synopsis. The Government will not be responsible for any cost incurred in preparation of request for quotation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement. All responsible sources may submit a proposal, which will be considered by the agency. The Department of Treasury intends to award a sole source contract on November 24, 2015. All prospective offerors must have a Commercial and Governments Entity (CAGE) code and must be registered with the System for Award Management (SAM) as prescribed in FAR 52.204-7004 in order to receive an award.
