- Synopsis: The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit small business construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for the construction of the John Day 500kV Disconnect Replacement located at John Day Dam, Sherman County, Oregon and Klickitat County, Washington. Project Scope: This project consists of the following: Replace the existing 500kV group-operated switches ZU1, ZU2, ZU3 and ZU4 with surge resistors and grounding switches, and to construct and install the platforms and walkways and incidental related work. The work will include the following: preparation of new mounting provisions for 500kV group-operated disconnect switches with surge resistors and manual grounding switches to fit in place of the existing 500kV hydraulic group-operated disconnect switches and grounding switches, to match existing connection points of the new switch terminals to the existing aluminum tubular buses and line terminations; remove and dispose of four (4) existing 500kV group-operated disconnect switches with grounding switches, and hydraulic operators, complete with hydraulic fluid and piping; furnish and install new 500kV, 2000 ampere motorized group-operated disconnect switches with electric operators and surge resistors, and motor operated grounding switches in place of each existing 500kV hydraulic group-operated disconnect switch, and reconnect to the existing aluminum tubular bus and line terminations; furnish and install new control cables, new 120VAC and 125VDC feeders from the indicated source to the disconnect switch operators; prepare and furnish an operations and maintenance manual for the new disconnect switches, electric operators, surge resistors, and manual grounding switches; and provide new platforms, ladders, and walkways for the operator control stations and maintenance catwalks. Acquisition Strategy: The solicitation will be a request for proposal (RFP). The Best Value Trade-off source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government will not include options in the RFP. This acquisition will result in a single firm-fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This acquisition is a total small business set-aside. This effort is classified through the North American Industry Classification System (NAICS) under code 238210 - Electrical Contractors and Other Wiring Installation Contractors ($15.0M). The FSC is Z2KA - Repair or Alteration of Dams. Proposal Procedures: The Request for Proposal (RFP) will only be issued to prime construction contractors. Copies will not be released to suppliers, subcontractors, or plan rooms. The Best Value Trade-off contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. Proposal Period: The solicitation is scheduled for release on or about 10 December 2015. The tentative date for receipt of proposals is on or about 10 January 2016. The work is to be accomplished during two fall/winter outage periods. Plans and Specifications: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of proposals and prior to receiving an award. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEBORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
