Box 190022, North Charleston SC 29419-9022 Description Request for Information (RFI) - HD Video Encoder DUE: 16 December 2015 The Space and Naval Warfare Systems Center Atlantic (SSC-LANT), Code 56220 is seeking information about commercial off-the-shelf (COTS), HD Video Encoders. General requirements for the HD Video Encoder: 1. Encoder shall have at a minimum one video input channel. 2. Video shall be encoded using at a minimum the H.264/AVC (Joint ITU/MPEG Committee) standard CODEC or newer standard and shall not result in any perceptible loss in quality. 3. Network interface shall have a minimum network connection of a Gigabit. 4. Device input voltage shall operate at a nominal voltage of 24 VDC, and device power input can accept a range from 9 to 32 VDC input with a maximum of 40 watts power draw. Software requirements for the encoder shall have or offer an interface for software controls that provide the following capabilities: 1. Encoder shall accept and have at its output IP video using modern video transport controls and protocols such as Real-time Transport Protocol (RTP) and Real Time Streaming Protocol (RTSP), at a minimum. 2. There shall be minimal loss of video quality due to the transport used by the encoder. 3. Encoder controls shall provide for an unlimited recording database, limited only by disk space or software quotas. 4. Encoder controls shall allow a search feature for recordings based on camera ID, date and time. 5. Encoder controls shall allow a timeline visualization of recordings. 6. Encoder shall accept controls to allow real-time video streaming to a video display. 7. Encoder software user interface shall allow for an on-screen-display (OSD) or titler that can be added by the user viewing the video. 8. Encoder software user interface shall allow the user viewing the video to add an audio comment to the video. 9. Encoder software user interface shall allow the user viewing the video to have a real-time 10 minute buffer, allowing a look-back of the video. Review of this information is being performed by SSC-LANT Code 56220, which aims to conduct objective comparative assessments and validations of commercial HD Video Encoders to determine if the solution meets the Governments requirements. All information received will be treated as public knowledge and may be used in SSC-LANT documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, URL, revenue, and number of employees. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contacts phone number and e-mail address. 4. Product name and a description of features. 5. Cost information such as purchase price and General Services Administration (GSA) schedule information. 6. Environmental tests performed on the product and test results. The submitted information will be evaluated for inclusion in SSC-LANT projects. If a SSC-LANT project requiring this type of equipment is executed, the equipment selection will be based upon a number of factors, including responder surveys and focus group inputs. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency.
