Description
The Bureau of Reclamation (Reclamation), Lower Colorado Region, has a requirement for spot surface preparation and painting of damaged surface areas on the interior of the Upper Nevada Laterals. The work is located at Hoover Dam, on the Colorado River, approximately 7 miles northeast of Boulder City, Nevada, and 32 miles southeast of Las Vegas, Nevada, in Clark County, Nevada and Mohave County, Arizona. This work is specifically on the Nevada side of Hoover Dam. This work is not for full repair of the penstock coatings. It is for limited repair of the areas of the interior portion that are damaged. The principal components of repairing each penstock are anticipated to include the following: (1) Furnishing, erecting and relocation scaffolding system for the internal 13-foot diameter penstock laterals. The upper penstock 13-foot diameter laterals slope at an angle of 45 degrees. Each lateral is nearly 275 feet long. (Laterals are simply the smaller pipes that branch off the 30-foot pipes to feed the hydro generators.); (2) Coating removal, surface preparation, and coating of damaged areas in the interior 13-foot diameter penstocks sections; and (3) Control of leakage water, estimated to be approximately 200-500 gallons per minute (GPM) within the penstock, may be necessary. The water can be plumbed directly through the drains of the penstock, and from there, the Government will pump the water into the river. Care must be taken to isolate this water from any work that may contaminate this water. This solicitation is Unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 238320 Painting and Wall Covering Contractors, which has a small business size standard of $15M. This acquisition will be pursued in accordance with FAR Part 15 and in accordance with the source selection evaluation criteria included in the Request for Proposal (RFP). Award will be made using best-value, source-selection procedures incorporating tradeoffs between price and non-price factors. It is expected that the RFP will include evaluation factors for Relevant Experience, Technical Capability, Past Performance and Price. The Government intends to award a firm-fixed-price contract as a result of this solicitation. Award is expected by January 2016. The estimated price range is between $250,000.00 and $500,000.00. Offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award. Offerors may register on SAM at https://www.sam.gov/portal/public/SAM/ A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation. It is anticipated that the solicitation, in the form of an RFP, will be issued on or about November 19, 2015. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FBO.gov. Offerors should register on FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation or visit the FBO website after issuance to download the solicitation and any subsequent amendments. All parties are responsible for checking the FBO website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions.
