Description
THIS SOURCES SOUGHT SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This sources sought is issued for the purposes of Market Research and to determine the appropriate Small Business Sourcing Strategy for this acquisition. Under the North American Industry Classification System Code (NAICS) 511210, the Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 23, has implemented a Virtual ICU to enable improved patient care through remote intensivist expertise and alerting algorithms based upon large population patient management experience. This coverage exists for approximately 150 ICU beds located in VISN 23, VISN 15 and VISN 20. VISN 23 has now been approved for Joint Incentive Fund (JIF) with the Department of Defense (DoD) which will allow the VISN 23 Tele ICU to provide care for the ICU's within the DoD. Lab, ADT, and Vital Signs need to be interfaced with Philips eCareManager software. Each interface and license (for each bed and/or mobile cart) will require implementation services by the Contractor. Contractor shall include all travel and expenses, software, software licenses, hardware as included, interface software and hardware, and associated components required for the installation of a Virtual ICU system. The contract price shall include unlimited, perpetual, non-exclusive software and interface licenses for each product further defined in the individual Tasks included in the SOW/Specifications. This shall include a site license for each individual hospital or facility which will allow installation of the selected Virtual ICU at the Hospital/Medical Center's discretion regarding individual bed counts within the care sites. All products or equipment required to be installed at the individual facilities shall be shipped F.O.B. NAICS Code and Title: 511210, Software Publishers. Small Business Size Standard: $38.5 million All applicable small businesses, with a firm intention to bid on this requirement, are encouraged to respond. Interested small businesses shall submit detailed capability information on contracts they consider relevant in demonstrating their ability to perform. The statement of capabilities should include: 1.Firm name, address, e-mail, telephone and fax numbers 2.Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3.Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. a.Provide a listing of three (3) most recent projects your firm has performed. 4.Your firms Data Universal Numbering System (DUNS) 5.Central Contractor Registration's (CCR) registered NAICS Codes. Responses to this Sources Sought Notice can be either Mailed to: Department of Veterans Affairs, Fargo VA HCS, Contracting Office (attn: Darryl Moon), 474 45th St. S Suite 202, Fargo, ND 58102, or sent via email to Darryl.Moon@va.gov. All responses must be received no later than December 2, 2015. If response is sent via email, vendor is responsible to confirm receipt as server limitations can restrict delivery of large files.
