- NASA Kennedy Space Center (KSC) has a requirement for the repair of compressor oil leaks on and the decontamination of the Linde LR1620 Cryogenic Refrigeration System - Qty (1 JB). KSC intends to purchase this service directly from Linde Cryogenics. This refrigeration system provides cooling to a liquid hydrogen tank so that KSC can maintain the hydrogen without the boil off. Linde is the original equipment manufacturer, and they are the only vendor that has the specific knowledge and insight of the unique command and control software, helium supply and return lines downstream, and combination of compressor and refrigerator serial numbers for this system. Additionally, Linde is the only vendor that has the complex as built drawings showing the exact configuration of the refrigerator system, which is proprietary to Linde. Therefore, Linde is the only company with the expertise who can perform proper service on this specific Linde LR1620 cryogenic refrigeration system. The Government intends to acquire a commercial item using FAR Part 12 and the simplified acquisition procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m. local time on November 24, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
