- 1.0 Background The U.S. Department of Transportation (USDOT) John A. Volpe National Transportation Systems Center (Volpe Center) in Cambridge, MA, is conducting market research to determine if sources have the current relevant qualifications, experience, personnel, and capability to perform the work described herein under a program entitled "ENVIRONMENTAL SCIENCE AND ENGINEERING"(ES&E). 2.0 Description The work addresses the Volpe Center's requirement that it thoroughly understand the effects on the natural and human environment of aircraft, vehicular, rail, and other transportation operations; and of the construction and enhancement of related transportation facilities, including but not limited to airports, roads, railroads, bridges, bicycle and pedestrian trails, railroad and transit stations, parking lots, and maintenance and testing facilities. Developing this understanding will better enable the Volpe Center to promote avoidance, minimization and mitigation of impacts on the natural and human environment via regulatory compliance and monitoring, natural resource protection and enhancement, environmentally sensitive design and training, and the development and evaluation of environmental programs, regulations, guidance and training. Several sponsoring agencies of the US Government, including the Federal Aviation Administration (FAA), National Park Service (NPS), Federal Highway Administration (FHWA), and Federal Railroad Administration (FRA), have partnered with the Volpe Center in order to take advantage of its unique expertise. In order to best provide support to its sponsors in this important work, the Volpe Center anticipates the need for support from industry in the following seven (7) task areas: 1.National Environmental Policy Act (NEPA): Support compliance with the requirements of the NEPA (42 USC 4371 et seq.) and related Federal regulations, orders, and guidance. 2.Natural and cultural resource protection and compliance: Support protection and conservation of natural and cultural resources and compliance with related Federal laws and orders. 3.Programs, regulations, guidance and training: Support development, evaluation or revision of environmental programs, regulations, orders, guidance and training. 4.Engineering support: Provide transportation engineering expertise for design of transportation infrastructure. 5.Transportation and environmental modeling: Prepare, develop, analyze, and report on various transportation operations and environmental impact model-based scenarios for all transportation modes. 6.Field surveys, studies and mapping: Conduct site, topographic and geotechnical and environmental resource field surveys and studies and prepare maps of this and other data. 7.Public and agency coordination: Support coordination and consultation with public agencies, stakeholders and the general public, including preparing for and conducting meetings and preparing collateral materials. 3.0 Submission Instructions Failure to answer any of these questions will result in your firm not being considered as part of this market research. 1.Briefly, identify past professional experience (within the past five years) which clearly demonstrates that your firm is qualified and has the capability to simultaneously support the seven (7) task area requirements identified above throughout the United States and internationally. Please include sufficient detail to show technical capabilities, knowledge and expertise so the government can assess the ability to provide the described services. Include customer, contract number, point of contact and telephone number for each referenced projects for verification. 2.Does your firm qualify to compete as small business under NAICS 541330. 3.Is your firm registered in System for Award Management (SAM)? You must be registered in SAM to do business with the government. Please ensure your Reps and Certs are current or up to date in SAM. https://www.sam.gov/portal/public/SAM/ All of the information sought should be conveyed in no more than ten (10) pages. Page size is set at 8 X 11 and text should be single spaced and no smaller than 11 point. Each response must reference the Sources Sought title. This notice is for information and planning purposes only, and is a market research tool; prior to determining the method of acquisition and possible issuance of a Request for Proposal. The notice does not constitute a solicitation for bids, quotations, and proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. The Government is not obligated to and will not pay for any information received from potential sources as a result of response to this Sources Sought notice. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. Submissions must be disclosable to the public or the submitter should provide a summary statement that can be disclosed to the public with fuller supporting information that is clearly marked as restricted. This sources sought will not be linked to a solicitation. The Government will use customary means to safeguard proprietary information, but only when such information is (1) clearly marked as proprietary; (2) is, in fact, information that could not have been obtained from another party or source; and (3) is otherwise deserving of such treatment under standards and processes described in the Freedom of Information Act (FOIA) and Executive Order 12600.
