Aircraft Condition Inspection, Service Life Extension Program, and Over and Above Maintenance Agency: Department of the Army Office: Intelligence and Security Command Location: The Republic of Korea Solicitation Number: W911W4-16-R-0004 Notice Type: Sources Sought Posted Date: 16 Nov 2015 Response Date: 23 Nov 2015 Set Aside: N/A NAICS: 488190 Synopsis: This is a Sources Sought Synopsis (SSS) and there is no solicitation available at this time. This SSS is for information and planning purposes only and should not be construed as a commitment by the Government for any purpose. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate. This SSS is in support of market research being conducted by the U.S. Army Intelligence Security Command (INSCOM) to determine the feasibility of a competitive acquisition to perform Aircraft Condition Inspection (ACI), Service Life Extension Program (SLEP), and necessary maintenance in The Republic of Korea. Interested vendors are requested to submit responses to the following capability and business questions below. Capability Survey Questions: 1. Korean Logistics Cost Sharing Eligibility - Is vendor a Republic of Korea owned business? 2. Non-Destructive Inspection - Is vendor industry certified? - Is vendor Beechcraft certified? - Can the vendor perform the Non-Destructive Inspection requirements in accordance with the attached Specific Requirements? (Note: this question has been updated in response to industry questions.) 3. Aircraft Painting Capability - Does vendor have the capability to paint the aircraft? - Does the vendor have a maintenance facility in The Republic of Korea? - If so, does the vendor's maintenance facility allow for painting aircraft? 4. AR 95-20 Contractor's Flight and Ground Operations and DFARS 252.228-7001 Ground and Flight Risk Compliance - Is the vendor AR 95-20 Contractor's Flight and Ground Operations compliant? - Is the vendor DFARS 252.288-7001 Ground and Flight Risk compliant? 5. Personnel Qualifications - Are the vendor's personnel licensed by the United States Federal Aviation Administration? or all of the following: - Does the vendor's personnel hold a license or certification from Korean Ministry of Land, Infrastructure and Transport in Industrial Engineer and Aircraft Maintenance? - Does the vendor's personnel hold licenses or certifications from Korean Transportation Safety Authority in Aircraft Maintenance Mechanic and Radio Telecommunication Equipment Engineer? 6. Experience - Has vendor successfully performed work similar to the ACI, SLEP, and Over and Above Maintenance effort described in the attached Specific Tasks/Requirements? - If so, has the vendor successfully performed similar work in the last 3 years? - Please expand on your experience performing this type of work based on the attached "Specific Tasks/Requirements."
