Description
The Department of Labor, Office of Procurement Services, Division III intends to solicit and award a Hybrid Firm Fixed Price/IDIQ service type contract with FFP CLIN and Labor Hour CLINs for base year period plus four option year periods. The requirement is for Development and Technical Support for the Department of Labor (DOL), Occupational Safety & Health Administration (OSHA), Directorate of Standards and Guidance (DSG)' Development of Regulatory Standards & Guidance, using the NAICS 541990 - "All Other Professional, Scientific, and Technical Services", with a small business size standards of $15.0M. The Scope of Work is as follows: a. The Contractor shall assist OSHA in carrying out its statutory responsibilities in the area of standards and guidance material development by: (1) Preparing hazard evaluations, risk assessments, technological and economic feasibility analyses, industry and exposure profiles, and other analytical documents related to critical issues to be addressed in the development of standards and guidance. (2) Performing literature searches; summarizing key occupational exposure, toxicity, other safety and health hazard information; conducting chemical, biological and radiation hazard screening; constructing databases; and providing information management and computer programming support, including providing assistance in identifying and using current technology for standards promulgation and guidance development. (3) Assisting in Directorate activities, for example, promulgating regulations and developing guidance, including organizing and analyzing data contained in the public rulemaking records on specific toxic chemicals, hazardous physical and biological agents and safety hazards, and other regulatory requirements. (4) Providing expert testimony at rulemaking hearings. (5) Organizing peer reviews, stakeholder meetings, focus groups and workshops to solicit input from outside parties, and providing logistical support for Standard Advisory Committees or skilled mediation for negotiated rulemaking and arranging for summaries, reports, or papers on the meetings. (6) Developing training materials for on standards and guidance issues, providing meeting support services, and general management consulting services. (7) Assisting in the review of current and existing regulations for possible revisions. Tracking consensus standards and supporting on consensus standards committees. Reviewing injury and illness reports and statistics. (8) Collecting information to help determine standards and guidance priorities, assisting in developing regulatory schedules and tracking progress on standards and guidance activities. (9) Assisting in developing guidelines, research needs, strategies, outreach, and other materials that advance the quality of safety and health standards and guidance products and support other critical non-regulatory requests. b. The work shall be accomplished in accordance with the standards specified in this solicitation and all other terms and conditions contained herein. All personnel, materials, and facilities necessary to perform the work shall be provided by the Contractor. The estimated period of performance is January 10, 2017 - January 9, 2018 plus four option year periods. Request for Proposal DOL-OPS-16-Q-00012 will be posted (estimated) on or around December 28, 2015.
