Walnut Street, Indianapolis, IN 46202. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 621991 and the business size standard is $32.5 million. The period of performance is six (6) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. Project Objectives: The purpose of this procurement is to obtain DNA samples from 717 subjects to perform a genome-wide association study (GWAS) in order to identify genetic factors associated with terminal duct lobular unit (TDLU) involution in normal breast tissues. Unique qualifications of the Contractor: The requested scope of this work can only be completed at the requested repository, the KTB, the only known resource of normal breast tissues with epidemiologic data and biologic samples. The NCI has worked in collaboration with the Susan G. Komen Tissue Bank at the Indiana University Simon Cancer Center (KTB) to annotate 1938 women for standardized measures of TDLU involution as evidenced by the NCI's productive publication history. In order to conduct a GWAS of TDLU involution of these same women with previously annotated TDLU measures, The NCI needs to work with the KTB to obtain their DNA samples. Contractor Requirements: The Contractor shall: 1.Send 15ug aliquots of DNA collected from 717 Caucasian participants in the KTB study in order to identify genetic susceptibility markers associated with TDLU involution levels. 2.Ship the samples to the NCI contracting repository frozen on dry ice and provide a specimen manifest in the shipment. GOVERNMENT RESPONSIBILITES The NCI shall: 1.Provide a list of subjects to the KTB that meet eligibility criteria (eg. not taking hormones, not currently pregnant or diagnosed with breast cancer). The samples will be labeled with subject identification numbers only; patient identifiers will not be supplied. 2.Notify the KTB of any discrepancies between the specimen manifest and specimens received within one week of shipment receipt. 3.After receiving the specimens, store the samples in-house at -20°C until aliquoted for analysis. REPORTING REQUIREMENTS AND DELIVERABLES The Contractor shall deliver to the NCI, no later than 6 months from the date of award, DNA samples for selected subjects. These samples will be shipped on dry ice, at no additional cost to the Government. The Contractor will provide a specimen manifest in the shipment and shall e-mail the NCI an electronic copy of the shipment manifest. Within 10 days after award, the NCI contracting repository shall send the address of the biorepository where specimens the specimens shall be analyzed. PROGRAM MANAGEMENT AND CONTROL REQUIREMENTS The Contractor shall provide to the NCI COR any issues with samples and shall inform the NCI COR if samples from subjects are not available in order to determine if replacement subjects are needed. INSPECTION AND ACCEPTANCE CRITERIA The NCI shall review and accept the final list and inventory of samples within one month. If no comments or request for revisions are provided within two months, then the deliverables shall be considered acceptable. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 7 AM EST, on December 4, 2015. All responses and questions must be via email to Francisco Mendoza, Contracting Specialist at francisco.mendoza@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
