- THIS REQUIREMENT HAS BEEN CANCELLED AS OF NOVEMBER 19, 2015. Pre-Solicitation Notice for Solicitation RFP 2016-N-17679 Project Title: "Technical and Management Support for Health Promotion Activities" (TAMS) 100% 8(a) Set Aside 1. Introduction. This is a Pre-solicitation Notice Small Business Set Aside (restricted 100% to 8(a) Small Businesses) under North American Industry Classification System (NAICS) code 541690 "Other Scientific and Technical Consulting Services.", with a small business size standard of $14 Million. When released, the solicitation number will be 2016-N-17679. The solicitation Request for Proposal (RFP) will be made available on the Internet at http://www.fbo.gov on or about November 20, 2015. Please note that this is an approximate date and should not be construed that the RFP will be issued on this date. Request for Proposals will not be provided to interested parties in hard copy form. Telephone requests will not be honored. Interested parties are responsible for checking the website regularly for the release of the RFP and for other procurement-related documents. The information provided in this pre-solicitation is for information purposes only. If there are any differences in the information provided here and the actual solicitation, the information provided in the actual solicitation shall govern. 2. Background for the Acquisition. The Centers for Disease Control and Prevention's (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) is at the forefront of the nation's efforts to prevent and control chronic diseases. The Center conducts studies to better understand the causes of these diseases, supports programs to promote healthy behaviors, and monitors the health of the nation through surveys. Critical to the success of these efforts are partnerships with state health and education agencies, voluntary associations, private organizations, and other federal agencies. Together, the Center and its partners are working to create a healthier nation. The NCCDPHP accomplishes its mission by providing national leadership in areas of health promotion and chronic disease prevention by conducting public health surveillance, epidemiologic studies, and behavioral interventions; by disseminating guidelines and recommendations; and by assisting state health and education agencies to increase their capacity to prevent chronic diseases and promote healthful behaviors. The mission could not be accomplished without many diverse partners; state and local health and education departments; other federal health agencies; international and national health organizations; academic institutions; philanthropic foundations; industry and labor groups; and professional, voluntary and community organizations. NCCDPHP works with partners to develop, implement, and promote effective prevention efforts nationwide. 3. Purpose: The purpose of this Indefinite Delivery/Indefinite Quantity (ID/IQ) contract is to provide the NCCDPHP Offices and Divisions with an "as needed" mechanism to obtain required services within the individual Task Orders that will be issued against the Basic Contracts when awarded. 4. Synopsis of Contract requirements: The contractor shall, acting independently and not as an agent of the Government, provide all labor, supervision, equipment, materials, supplies, travel, transportation and perform all work necessary to provide public health practice, scientific, research and technical services in support of Health Promotion, as specifically outlined in individual task orders and the basic contract. Task Orders issued under the Basic Contract Awards will provide services related to: 1. Organizational Support 2. Research Support 3. Evaluation Support 4. Health Education Support 5. Policy Assessments 6. Instructional Design Detailed descriptions of the tasks to be accomplished will be provided when the formal RFP is issued.
