Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) This reference number for this effort is AG-6395-S-16-0026. This solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-83, effective November 1, 2015. (iv)This solicitation is issued as a total small business set-aside. The appropriate NAICS code is 541930 with a small business size standard of $7.5M. (v) Contract Line Items (See attached Pricing Schedule): Base Period (Date of Award - 12/31/16): 0001 Regular ASL Interpreting Services (M-F 2 hrs./day), Qty: 251, Unit: Days 0002 Labor Hour Rate: Additional ASL Interpreting Services, Qty: 234, Unit: Hours Option 1 (1/1/17-12/31/17): 0001 Regular ASL Interpreting Services (M-F 2 hrs./day), Qty: 251, Unit: Days 1002 Labor Hour Rate: Additional ASL Interpreting Services, Qty: 234, Unit: Hours Option 2 (1/1/18 - 12/31/18) 0001 Regular ASL Interpreting Services (M-F 2 hrs./day), Qty: 251, Unit: Days 1002 Labor Hour Rate: Additional ASL Interpreting Services, Qty: 234, Unit: Hours (vi) Description of requirements for items to be acquired: The contractor shall provide certified American Sign Language (ASL) in-person interpreting services for one (1) hearing impaired employee. The contractor shall provide additional interpreting services on an as-needed basis for meetings, conferences, and training. (See attached Scope of Work.) (vii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (viii) The provision at 52.212-2, Evaluation - Commercial Items, applies. (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation is the lowest price technically acceptable quotation. Quotations will be evaluated in accordance with FAR Part 13, Simplified Acquisition Procedures. Award will be made to the lowest priced technically acceptable offer. The Government will evaluate "Key Personnel" and "Past Performance" to determine if a quote is considered technically acceptable. Key Personnel Key personnel are defined as the quoter's proposed employees responsible for providing regular ASL Interpreting Services. Quoters shall submit a one-page resume for all individuals proposed as key personnel. Interpreters shall have a minimum of three years continuous experience in performing similar interpreting services in a diverse office environment. The Key Personnel factor will receive a rating of "acceptable" or "unacceptable" based on its entirety. In order to receive an "acceptable" rating, Quoters must demonstrate that all key personnel proposed have sufficient relevant experience to indicate they have the knowledge and capability to successfully perform their assigned roles. If proposed key personnel are replaced during the execution of this project, replacement personnel must have equal or better qualifications as those proposed and must be approved by the Contracting Officer before they perform work. (See 452.237-74 KEY PERSONNEL (FEB 1988.) Missing, incomplete, or ambiguous information could result in a rating of "unacceptable". Past Performance Quoters must provide Past Performance references for at least three (3) projects for work performed by the Quoter within the last three years. Include the project title, description, dollar value, dates performed, location, and contact information (name, title, phone, and email address). Missing, incomplete, or ambiguous information could result in a rating of "unacceptable". The Government may contact any or all of the past performance references provided by the Offeror in response to this solicitation, and may also use information obtained from any other sources when evaluating past performance. The past performance factor will receive a rating of "acceptable" or "unacceptable" based on its entirety. Past performance will be rated "unacceptable" if the contractor receives an unsatisfactory rating from references unless the offeror can demonstrate that adequate corrective actions were taken. In the case of an Offeror with no relevant performance history, or for whom no information on past performance is available, the Offeror will be evaluated as "acceptable" provided the Offeror certifies that additional past performance information is not available and provides an acceptable explanation as to why past performance information is not available. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (End of Provision) (ix) The provision 52.212-3, Offeror Representations and Certifications - Commercial Items (Alt 1) applies. Offerors must complete online representations and certifications in the System for Awards Management (SAM) at www.sam.gov. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days prior to the base year or option year end date specified in 52.217-9. 52.217-9 Option to Extend the Term of the Contract (Mar 2000) (a) The term of the base year shall be from the date of award of the contract through December 31, 2016. The Government has the option to extend the term of this contract for four additional period(s), which may be exercised by the Contracting Officer as follows: Option Exercise Date Option Period Option Year 1: December 1, 2016 January 1, 2017 - December 31, 2017 Option Year 2: December 1, 2017 January 1, 2018 - December 31, 2018 The Government may unilaterally exercise an option at any time prior to or on the "Option Exercise Date" identified in this paragraph. Exercise of any option shall be evidenced on a Standard Form 30, citing this paragraph as the authority for exercising the option(s). An option shall be considered to have been exercised: (1) at the time the Government transmits written notification to the Contractor if the transmission is by fax, email, or other electronic means; or (2) at the time the Government deposits the notification in the mail. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed the option period specified in this clause. 452.228-71 Insurance Coverage (Nov 1996) Pursuant to FAR clause 52.228-5, Insurance-Work on a Government Installation, the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below: (a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers. (b) General Liability. The Contractor shall have bodily injury liability insurance coverage written on a comprehensive form of policy of at least $500,000 per occurrence (c) Automobile Liability. The Contractor shall have automobile liability insurance written on a comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and 500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage or loss. (d) Aircraft Public and Passenger Liability. When aircraft are used in connection with performing the contract, the Contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger injury. Coverage for passenger injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater. 452.237-74 Key Personnel (FEB 1988) (a) The Contractor shall assign to this contract the following key personnel: Interpreter(s) to perform Regular ASL Interpreting Services. (b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions. (c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel. (xiii) QUOTATIONS ARE DUE NO LATER THAN 2 P.M. (local time) on DECEMBER 4, 2015. Quotations that reject the terms of the solicitation may be excluded from consideration. Alternate Pricing Schedules will not be considered. Quotations must include a price for all items in the solicitation to be eligible for award. The Government will award on an "All or None" basis.
