Description
The General Services Administration (GSA) seeks to lease the following space: City/State: Washington, DC Delineated Area: Washington, DC, within 5 miles of the White House Minimum Sq. Ft. (ABOA): Approximately 101,920 Maximum Sq. Ft. (RSF): Approximately 106,000 Space Type: Warehouse and related space with a small office component Parking Spaces (Total): A fenced parking lot with a minimum of 83 spaces for the exclusive use of the Government. Parking Spaces (Reserved): A fenced parking lot with a minimum of 83 spaces for the exclusive use of the Government. Full Term: 10 years Firm Term: 10 years Option Term: N/A Additional Requirements: - The Government is seeking a single building solution. Offered space may be located in two (2) buildings if those buildings have the same ownership and are adjoined by a common wall that can be punched-thru so that the buildings are functionally equivalent to a single building, as determined by the Contracting Officer. - Offered buildings must have the ability to accommodate ISC Security Level III requirements. - Ceiling Height: minimum of 20’ clear. - Column Spacing: Minimum of 20’ edge to edge. - Drive In Bays: Minimum of one measuring at least 14’ wide by 15’ tall. All bays must be equipped with electrically operated bay doors. - Loading Docks: Minimum of two, both measuring at least 8’ wide by 12’ tall and equipped with electrically operated bay doors. The Government is considering whether to remain in its existing space or to relocate to alternative space. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs associated with moving. These costs include, but are not limited to, physical move costs, replication of tenant improvements and telecommunications and security infrastructure, and non-productive agency downtime and the impact of a move on the agency’s mission. The Government’s decision regarding whether to relocate will be based, in part, on information received in response to this advertisement. In the event that a potential offeror fails to provide specific rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government’s requirements. Subleases will not be considered. Not all minimum requirements are reflected in this advertisement. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. Owners, brokers or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered. The General Services Administration (GSA) is using a tenant broker to represent the Government in this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any federal agency other than the authorized offices and employees of the GSA or their authorized representative, CBRE, Inc. Expressions of interest should include the following information at a minimum: 1. Building name, address, and age; 2. Location of space in the building and date of availability; 3. Rentable square feet (RSF) offered and rate per RSF; 4. ANSI/BOMA office area/usable square feet (USF) and rental rate per USF, full service inclusive of a Tenant Improvement Allowance of $7.94/USF and a Building Specific Amortized Capital (BSAC) allowance of $5.00/USF, meeting GSA’s standard building shell requirements; 5. Name, address, telephone number, and email address of authorized contact; 6. Scaled floor plans (as-built) identifying offered space; 7. Information on project and building ownership.
