- Vehicle List THE PURPOSE OF THIS NOTICE IS TO SEEK POTENTIAL SMALL BUSINESS FIRMS AND TO DETERMINE THE FEASIBILITY OF A SMALL BUSINESS AWARD FOR THIS PROJECT. This is not a Request for Proposal. This is a request for information (RFI) issued for planning purposes only. The purpose of this RFI is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses interested and capable of performing the work. The proposed contract is to establish and maintain a contractor operated parts store (COPARS) aboard Marine Corps Base Hawaii (MCBH) for a variety of vehicles including, but not limited to passenger automobiles, trucks, material handling equipment, medium and heavy equipment utilizing an indefinate delivery requirements contract. The small business size standard classification is NAICS 336390, Other Motor Vehicle Parts Manufacturing, with a size standard of 750 employees. Contractors must have experience in providing this type of support in a private or government setting. The Government will review Qualification Statements from small businesses to see if they can meet or exceed the requirements. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business (e.g., 8(a), HUBZone, service-disabled veteran-owned small business, economically disadvantaged women-owned small business (EDWOSB), and women-owned small business (WOSB) under the WOSB Program) and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Marine Corps Installation Pacific, Regional Contracting Office-Hawaii (MCIPAC RCO-Hawaii) is developing its requirement for the Motor Transportation Department aboard Marine Corps Base Hawaii, Kaneohe Bay, HI in establishing and maintaining a parts depot aboard Marine Corps Base Hawaii (MCBH) for a variety of vehicles including, but not limited to passenger automobiles, trucks, material handling equipment, medium and heavy equipment, utilizing an indefinate delivery requirements contract. SCOPE OF WORK This requirement is for an estimated 259 vehicles. The vehicles list presented herein is to demonstrate the scope of the work and is not all-encompassing MCIPAC RCO-Hawaii is seeking capabilities statements from qualified small businesses. Individual companies, or consortiums, are encouraged to provide a summary capabilities statement addressing the ability to provide all labor, material and equipment to manage and operate a COPARS physically located at the Motor Transportation Department aboard Marine Corps Base Hawaii, Kaneohe Bay, HI. The Contractor shall procure, store, maintain, deliver, and issue new and remanufactured and/or rebuilt parts and materials commercially available in a typical automotive parts store. The COPARS will include services associated with the provision of a full-service, walk-in and walk-out commercial retail operation, including a vendor-owned/managed inventory, operating out of a Government-provided facility. Parts and services shall be made available to authorized MCBH Motor Transportation Department personnel. RESPONSES TO REQUEST FOR INFORMATION Contractors are reminded that this is a REQUEST FOR INFORMATION and IS NOT A REQUEST FOR PROPOSAL/BID/QUOTE. Responses to this notice shall not constitute responses to solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. It is requested that interested small businesses submit to the contracting office a brief capabilities statement, limited to 10 pages in length (single-spaced, 12-point font minimum). The capability statement must clearly details the firm's ability to perform all aspects of this notice and must include the following: Company profile to include: number of employees, office location(s), DUNS number, CAGE code, and a statement regarding socio economic status (8a, small business, large business, etc). Capability Statement Shall Include: 1) Current vendor/parts resource affiliations 2) Relevant experience in managing a COPARS site in the Hawaii, Guam, or other Pacific territories of the United States. Experience in performing efforts of similar size, scope and complexity within the last three years, including contract number, indication whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number; and a brief description of how the contract(s) referenced relate(s) to the requirements described herein. Ensure the subject line of the submission identifies the RFI number and the name of the company submitting the response. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation exists at this time. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information considered proprietary should be clearly marked as such on the submission. Facsimile transmissions and late submissions of Qualification Statements will not be accepted. A forthcoming synopsis will indicate whether the project will be a restricted or unrestricted procurement action. Respondents will not be notified of the results of the evaluation.
