THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD: The United States Department of Agriculture (USDA) Animal Health Inspection Service (APHIS) Plant Protection Quarantine (PPQ) CPHST in Carolina, PR intends to negotiate a sole source award to L-3 COMMUNICATIONS CORPORATION of Carolina, PR for service and maintenance for 6 Lanscan PX107 X-ray machines located at Luis Muñoz Marin Int'l Airport San Juan, PR 00937 The USDA, Animal Health Inspection Service (APHIS) intends to award a sole source Firm Fixed Price purchase order under the statutory authority permitting Other than Full and Open Competition pe statutory authority is 41 U.S.C. 253( c )(1) FAR 6.302-1 to L-3 COMMUNICATIONS CORPORATION for service and maintenance for 6 L3 Lanscan PX107 X-ray machines located at Luis Muñoz Marin Int'l Airport San Juan, PR 00937. The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. The LMM airport has a pre-departure program base on CFR 318.58. To enforce this regulation the program has x-ray machines to detect prohibited goods on luggage for passengers destined to the continental US. This equipment needs periodic repairs and maintenance being the base of our program. Our current x-ray units are L3 brand Lanscan PX107. This SOW procures service and maintenance for this equipment within a comprehensive service contract including parts and labor during a minimum of one year. X-ray machines are located at Luis Muñoz Marin Int'l Airport San Juan, PR 00937 - pre departure operations location The service contract must provide full coverage on service, parts and repairs for all our x-ray machines with L3 certified technicians capable of providing expedited service 24/7. This notice of intent is NOT a request for proposals or quotations. Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action is based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement, no later than 4:00 P.M. CT on December 05, 2015, by email to Jeanine.j.goral@usda.gov. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award.
