- This synopsis is for the SHEP - DMCA 14A Dike Raising and Weir Improvements. This acquisition is being offered as a small business set aside and will result in a Fixed Price Contract Award. The construction magnitude for this project is between $1,000,000 and $5,000,000. Description of Work: Savannah Harbor dredge material containment area (DMCA) 14A will be used primarily for disposal of the naturally occurring cadmium containing materials that will be excavated during dredging of the Savannah River as part of the Savannah Harbor Expansion Project (SHEP). This project consists of raising the DMCA 14A perimeter back (marsh-side) dike, repairs and modifications to the three existing weir/water control structures across the front (river-side) dike, and removal of the DMCA 14A bird islands. An option to the base contract for raising the front dike is also included. The existing back dike currently spans a length of approximately 8,600 feet and has a crest elevation ranging from about 21 to 22 feet MLLW. After extending the interior counterweight/stability berm, the dike will be raised to a uniform crest elevation of 25 feet MLLW to gain additional capacity for containment of Savannah Harbor dredged material. During earthwork operations, the removal of some in-place materials along the exterior of the existing dike will be required. Repairs and modifications to the existing weirs will involve temporary removal, replacement of corroded steel, reinforcement of the outfall stub, the addition of a new bonneted knife gate valve, a new larger weir platform, a catwalk extension, and re-installation on a new slab foundation. The existing bird islands in the interior, southwest portion of the DMCA will also be removed and harvested for fill placement. The fill materials for raising the back dike will be obtained from the interior of DMCA 13A. A limited amount of fill material will also be available from the interior of DMCA 14A. The existing front dike currently spans a length of approximately 6,400 feet and has a crest elevation ranging from about 25 to 29 feet MLLW. If the option is awarded, the front dike will be raised to a uniform crest elevation of 30 feet MLLW. The fill material for raising the front dike will be obtained from DMCA 13A. RELATIVE IMPORTANCE OF FACTORS NON-COST FACTORS: FACTOR 1: PAST PERFORMANCE: This factor is equally important as FACTOR 2 and more important than FACTOR 3. FACTOR 2: CORPORATE RELEVANT EXPERIENCE: This factor is equally important as FACTOR 1 but more important than FACTOR 3. FACTOR 3: SUMMARY SCHEDULE. This factor is less important that FACTOR 1 or FACTOR 2. PRICE: All non-cost factors, when combined, are substantially more important than Price NOTE: This solicitation will be issued in electronic format only and is anticipated to be available on or about December 15, 2015. Please note that the proposal opening date will be specified in the solicitation when issued. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award Management (SAM) at https://www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans and specifications for this solicitation.
