Description
Item Description: NSN: 8405-01-157-1130; MDW, Overcoat, Man's: Min Qty: 70 NSN: 8405-01-157-1089: MDW, Raincoat, Man's; Min Qty: 486 Total Contract Maximum Dollar Value: $149,500.00 DLA Troop Support intends to solicit a Sole Source contract to Neptune Garment Company for the above items. Currently, there are no patterns available for these items. The DLA Requirement will be solicited on an Other Than Full and Open Competition basis as permitted under 10 U.S.C 2304 (c) (1) and implemented by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." The Requirement will result in an Indefinite Delivery Type Contract (IDTC) with a one-year base period. No Request for Proposal will be available for competitive bidding; however, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature, within 15 days of this announcement to the contract person listed above via email. This requirement is subject to the Berry Amendment*. * The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
