- Statement of Work Schedule and Clauses SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-27. This announcement constitutes the only solicitation; proposals are being requested. Interested Contractors wishing to enter into a BPA should reply in writing to the Contracting Officer, see below, a written solicitation will not be issued THIS ACQUISITION IS A TOTAL SMALL BUSINESS SET-ASIDE. The North American Industry Classification System (NAICS) code 531320, Offices of Real Estate Appraisers, which has a size standard of $7.5 million. The Natural Resources Conservation (NRCS) is requesting proposals from Small Business for appraisals of agriculture land located in the State of Michigan for the Wetland Reserve Program (WRP). The purpose of the appraisals is to provide an opinion of market values as defined in the Specifications and Scope of Work (SOW) See attached. The appraisals completed for this program must comply with the Uniform Standards of Professional Appraisal Practice (USPAP) and appraisal instructions as issued by NRCS. SCOPE OF WORK: All appraisals completed for this program must comply with Uniform Standards of Professional Appraisal Practice (USPAP) and appraisal instructions as issued by NRCS. The Contractor must be a State-certified general real property appraiser or obtain a temporary practice permit equal to State-certified general real property appraiser in compliance with title XI of the Financial Institution's Reform, Recovery and Enforcement Act of 1989 (FIRREA) in the State of States where the subject property is located. The Contractor must be in good standing with the licensing authority where the credential was issued, and not the recipient of disciplinary action within the past 5 years from the licensing authority. The Contractor must have demonstrated competency in compliance with USPAP in conducting appraisals of rural and agricultural properties of the requested type. Documentation of the experience and education will be included in the appraisal report. NOTE: See attached Specifications and Scope of Work for full details. AWARD: The NRCS intends to award a Blanket Purchase Agreement (BPA) to a small business source capable of providing these appraisals for the State of Michigan. A BPA is a method of filing anticipated needs. It is not a contract. The Government is not obligated to place any orders nor is the vendor obligated to accept any orders. For each work assignment(s), the Government will request appraisal services through the issuance of a Blanket Purchase Order (BPA) Call Order from the firm that have been awarded the BPA. Individual Call Order shall be submitted in accordance with the terms agreed to in the BPA. The Contractor is expected to furnish the services in accordance with the BPA. Government personnel authorized to place calls against the BPA will be identified on the BPA to include name and telephone number. Timely delivery of complete and accurate appraisals is crucial to the success of this NRCS program. PERIOD OF PERFORMANCE: This services are being sought for a period of 5 years with an agreement period beginning January 1, 2016 through December 31, 2020. The BPA will remain in effect until cancelled by either party. CONTRACTOR REGISTRATION. All contractors must be registered in the System for Award Management at www.SAM.gov to be considered for an award of a federal contract. For information regarding registration, go to www.sam.gov. SUBMISSION/RESPONSES TO SOLICIATION. Interested Contractors wishing to enter into a BPA should reply in writing to the Contracting Officer listed below not later than December 15, 2015, at 2:00 pm (CST).
