- PRE-SOLICITATION SYNOPSIS N40085-16-T-2211 This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential vendors of a single award combination Firm Fixed- Price (FFP)/ Indefinite Delivery/Indefinite Quantity combination services contract. The proposed contract will be a FFP performance-based contract for the rental and regeneration of water demineralizer processing units for Naval Station, Norfolk, Virginia. The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to provide mobile water demineralizer processing rental units, for Naval Station Norfolk, Virginia. The Contractor shall supply six (6) Mobile Demineralized Water Processing Units to be operated by Government personnel. The units may be truck or trailer mounted Water Processing Units. The Water Processing Units shall provide continuous make up High quality Demineralized Water that meets all specifications as stated in the Performance Work Statement (PWS). All supplied units shall be available for Government use 24 hours per day 365 days per year for the duration of the contract. The services will be acquired utilizing procedures under Federal Acquisition Regulations (FAR) 12 - Acquisition of Commercial Items and FAR 13.5 “ Test Program for Certain Commercial Items. This is a full and open competitive action. The North American Industry Classification Standard (NAICS) for this procurement is 221310- Water Supply and Irrigation Systems with an annual size standard of $27.5 million. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The resulting contract will be for the period of a nine (9) month base period and four (4) twelve month option periods. Quotes will be evaluated using the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) method. The resulting contract will be awarded to the responsible vendor whose quote, conforming the Request for Quote (RFQ), will be most advantageous to the Government, price and other evaluation factors considered. Vendors can view and/or download the solicitation and any attachments at the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil of the Federal Business Opportunities website available at https://www.fbo.gov. Notification of any updates or amendments to the solicitation will be posted in the same manner. The solicitation will be made available on or about 24 November 2015. The estimated proposal due date will be on or about 14 December 2015. THIS SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Notification of any changes (amendments) to the solicitation will be done via the internet. It will be the responsibility of the contractor to check the website daily for any and all amendments to the solicitation. All contractual questions must be submitted in writing via E-mail to susan.roberts2@navy.mil. Telephone questions will not be accepted. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. NOTE: The contractor is required to register with the System for Award Management (SAM). No contract award shall be made to any contractor that is not registered in SAM. Please visit the SAM website at www.sam.gov for information on how to register.
