Description
THIS IS A CALL FOR EXPRESSION OF INTEREST, NOT A REQUEST FOR PROPOSAL. A FULL SOLICIATION MAY BE ISSUED AT A LATER DATE. IDAHO NATIONAL LABORATORY SITE-WIDE ENVIRONMENTAL & ENERGY CONTROL SYSTEM DDC CONTROL COMPONENTS AND SYSTEMS MAINTENANCE Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the Idaho National Laboratory (INL), is seeking Expressions of Interest from suitably qualified companies to provide qualified Environmental & Energy Control Systems personnel to assist the BEA Control System Specialist (CSS) with the repair and maintenance of the site-wide Environmental & Energy Control Systems hardware components located in various buildings through the INL. The controls subcontractor shall be used to assist in repairing, re-programming and replacing Environmental & Energy DDC control components and systems. Work to be performed The Control Systems Subcontractor shall furnish physically capable, fully qualified Environmental & Energy Control System Technicians, that are local to the Idaho Falls area, with all tools, equipment, personal protective equipment, and material as required, in order to repair, re-program, or replace existing Environmental & Energy DDC control components and systems as directed by BEA. This shall include Alerton Bactalk,Carrier CCN, and Carrier BACnet components primarily, with, on occasion, some other brands that tie into these main system components. This also includes revisions and updates to components and systems. The Control Systems Subcontractor shall have practical experience with and knowledge of various HVAC DDC components and systems and national, state, and local codes. The Controls Systems Subcontractor shall meet the qualifying requirements as stated in the control system specification 250100 and provide the qualifying documents as requested. The Control Systems subcontractor's office shall be located in Idaho Falls with enough competent staff located in close proximity to fully support their role as the INL Control Systems Subcontractor. All control related work shall be coordinated through the BEA CSS or his/her appointed representative. On rare occasions it may be necessary to move or configure database systems pertaining to existing DDC network systems. This work shall always be directed and supervised by the BEA CSS. All DDC activities, drawings, diagrams, intellectual information, etc. shall be considered INL secured private property and shall not be shared with any entity outside of the INL, unless directed by BEA in writing. • All components installed at the INL shall be in new condition and not re-used from other locations outside of the INL. • The Control Systems subcontractor lead shall attend the planning meetings daily as required by BEA with the Control Systems Subcontractor office manager attending weekly for scheduling and weekly meeting with the BEA CSS for project status updates. • The Control Systems Subcontractor may use approved lower-tier Subcontractors to accomplish some tasks that require specialized skills or tooling. Prior approval shall be obtained from the BEA CSS. • Coordinate all INL DDC control work: • Contact BEA CSS regarding any control related work that is to be performed prior to performing the work. This is required each day work is to be performed. • Obtain addressing and other network required data from BEA CSS that pertains to all DDC control system work. • All Control work and components shall conform to the site-wide control specification 250100 standards. An updated copy of this specification shall be obtained from the BEA CSS no less than every three months to ensure that current standards are being followed. Constraints • Working on the Ethernet side of any systems or accessing these systems from the INL site-wide network shall be performed by others. No user access devices, such as laptops, user interfaces of any type, etc. shall be connected to INL Ethernet networks at any time without prior written authorization obtained each day from the BEA CSS. Subcontract personnel are only authorized to connect directly to DDC control components, which they are working on directly, and they are not authorized to connect to components across the Ethernet network at any time without the written authorization as described above. Control Subcontract personnel are to confine their work to the building component(s) they are working on at that moment. • Maintaining mechanical equipment such as replacing filters, refrigeration repair, etc. is not authorized under this control systems subcontract. However, advising other mechanical contractors on solutions that involve DDC control components is authorized as directed by BEA. • All Electrical work greater than 50 Volts shall be performed by others. Place of Performance The Idaho National Laboratory in Idaho Falls, Idaho including, but not limited to: •• Research and Education Campus (REC) • Materials and Fuels Complex (MFC) • Central Facilities Area (CFA) • Critical Infrastructure Test Range Complex (CITRC) • Advanced Test Reactor Complex (ATR) • Idaho Nuclear Technology & Engineering Center (INTEC) • Specific Manufacturing Capability (SMC) Submittals are due by 5:00 MST on Wednesday, December 23, 2015.
