Description
The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with Airbus of Germany under the authority of 41 USC 3304 (a)(1), for an ad-hoc service agreement for six existing Airbus Neutron Velocity Selectors. The service agreement is required for a base period of one year with four one-year option periods. The Government anticipates awarding a Blanket Purchase Agreement comprising of a base and option year line items. The NIST Center for Neutron Research provides a number of unique neutron scattering instruments in an accessible user facility. To maintain reliable operation of these instruments, repair and maintenance activities are required. This procurement is to provide for routine inspection and maintenance for six of the existing neutron velocity selectors that is critical to the operation of a number of our instruments. Airbus DS GmbH (formerly Astrium GmbH or Dornier Satellite systems) has supplied NIST with all six of the high resolution Neutron Velocity Selectors (NVS) in operation at the Cold Neutron Research Facility. These NVSs operate under vacuum at very high speeds, up to a maximum of 16,000 rpm (about 270 revolutions per second) in the case of NVS-022 and even to maximum of 28,000 rpm (about 470 revolutions per second), in the case of NVS-014. At these speeds both the bearing and the balancing become very critical. Airbus DS is the only vendor that has the knowledge and equipment to repair the NVS and this knowledge is proprietary and part of the mechanical design and specifications for these NVS's. The existing control system and performance telemetry are specific to these NVS's and are the property of Airbus DS, therefore, compatibility is necessary to ensure proper operation. The North American Industry Classification System (NAICS) code for this acquisition 811219, with a size standard of 20.9 million. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by December 7, 2015 will be considered by the Government.
