- Draft RFP - Question and Answer Template 2020 CQA - Draft Section M 2020 CQA - Draft Section L 2020 CQA - Draft Section C The Department of Commerce, US Census Bureau (USCB) 2020 Census Questionnaire Assistance (CQA) Program, Program Management Office, intends to compete its requirement for the creation, test and operation of a multi-channel contact center in support of the 2020 CQA Program. The acquisition will be conducted using a multi-step process. STEP ONE will be conducted pursuant to Federal Acquisition Regulation (FAR) 15.202, Advisory multi-step process. Instructions for STEP ONE were published on FEDBIZOPPS on November 18, 2015. STEP TWO will include the release of a final solicitation, receipt of full proposals, evaluation of proposals and contract award. In preparation for Step Two and the release of a final solicitation, the Government requests comments and/or questions on the attached draft solicitation sections C, L and M. Interested vendors shall use the attached pre-formatted spreadsheet to document draft solicitation comments and/or questions and to provide any other input that should be considered by the Government when finalizing the solicitation. (i.e. information that a vendor would need to better understand or price the requirements.) Finally, the Government intends to award a Cost Reimbursement (CR) type contract for this effort. The Government requests suggestions and detailed descriptions from industry on the most appropriate fee structure. For instance, are there objective performance metrics that would be conducive to being included in a technical incentive plan? Or, are there subjective performance metrics that would be conducive to being included in an award fee plan? In addition, the Government requests suggestions from industry on which elements of the contract scope would be suitable for Firm Fixed Price or Time and Materials/Labor Hour arrangements. Please describe how these other than CR elements would fit into the contract's overall Cost and Pricing framework. Comments and/or questions on the draft solicitation shall be submitted via email no later than 2:00 p.m. ET on December 4, 2015 to the attention of Donna Cornish, Contract Specialist at acq.2020.CQA@census.gov. The email subject line shall read "[Company Name]-DRAFT RFP COMMENTS-2020 CQA".
