- A. Sources Sought Notice: NHLBI-CSB-DE-2016-029-KEW B. Title: Maintenance service plan for Nikon A1R Confocal Microscope C. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code 811219 for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. FAXES ARE NOT ACCEPTED D. Information: 1. Background The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. The Laboratory of Cell and Developmental Biology, at the NIDCR, performs research to characterize numerous processes in cell biology using fluorescent proteins to understand normal and defective embryonic development, organ formation, as well as cell migration. Multiple sections in the Laboratory of Cell and Developmental Biology currently perform research characterizing dynamic processes involving salivary gland development, Drosophila development and protein secretion, single cell migration, tumor invasion, and bone and cartilage formation. All of these studies require imaging live samples as organ cultures or within native extracellular matrices in multiple planes in three dimensions on an inverted microscope. In 2014, the NIDCR procured a Nikon A1R Confocal Microscope to perform these studies. With the expiration of the electrical warranty, the NIDCR needs to procure a replacement plan. 2. Purpose and Objectives The purpose of this acquisition is to procure Maintenance Services for the NIDCR owned Nikon A1R Confocal Microscope. The NIDCR requires this plan to ensure the continued operability of the Microscope.   3. Project Requirements a. The contractor shall provide all labor, material and equipment to provide preventive maintenance for Government-owned Nikon A1R Confocal Microscope. All maintenance services shall be performed in accordance with the manufacturer's standard commercial maintenance practices. b. The contractor shall perform not less than one (1) preventative maintenance inspection(s) during the contract period. Service shall be performed by factory trained Field Service representatives. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. c. The contractor shall perform emergency repair services on an unlimited basis during the term of this contract at no additional cost to the Government. Emergency service shall be provided between 8 am and 5 pm Monday through Friday excluding and Federal holidays. Upon receipt of notice that any part of the equipment is not functioning properly, the Contractor shall furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service calls shall not replace the necessity for PMI. d. The contractor shall furnish all required replacement parts at no additional cost to the Government, with the exception of consumable items such as batteries and light bulbs. Parts shall be new or remanufactured to original equipment specifications. e. The contractor shall provide Software Service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble-shooting of the operating systems, at no additional cost to the Government. The contractor shall receive advance approval for the installation of all software updates/upgrades and revisions from the Government. Defective software shall be replaced at no additional cost to the Government. f. The contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. 4. Contractor Requirements a. Service personnel must be experienced with servicing the Nikon A1R b. Service plan must not void current five (5) year mechanical warranty 5. Anticipated Period of Performance Base Year: December 2015 - December 2016 Option Year 1: December 2016 - December 2017 Option Year 2: December 2017 - December 2018 Option Year 3: December 2018 - December 2019 Option Year 4: December 2019 - December 2020 6. Capability Statement Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. The following information shall be included in the capability statement: a. A general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. b. Information as needed in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. c. The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, etc) pursuant to the North American Industry Classification System (NAICS) code: 811219, Other Electronic and Precision Equipment Repair and Maintenance, Small Business Size $20.5 Million. d. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. e. The capability statement shall not exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. f. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 7. This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI). The NHLBI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this notice or the NHLBI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
