- Draft version of the Performance Work Statement for the Regional Climate Centers. The National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), Seattle, WA, on behalf of the National Centers for Environmental Information (NCEI), is soliciting a contract for performance and operation of the Southern Regional Climate Center. This notice presents the most current information presently available, and supersedes all previous provided information. The Government anticipates the contract type will be a single-award-task-order (SATOC), indefinite-delivery-indefinite-quantity (IDIQ) type contract, from which firm-fixed-price (FFP) and time-and-materials (T&M) task orders may be awarded. The nature of the work to be performed is fully described in the attached DRAFT version of the Performance Work Statement (PWS), which the Government is providing in advance of the solicitation in an effort to advise prospective contractors of the requirements of this solicitation. This procurement will be issued on an unrestricted basis. The applicable NAICS code is 541712, Research and Development (Physical, Engineering, Life Sciences), which has a corresponding size standard of 500 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Parts 12 and 15; the RFP will be issued on or about January 1, 2016 with proposals due on or about February 15, 2016. The Government anticipates the award date will be in April, 2016. The Government anticipates awarding one contract from this solicitation that will include one 12-month base period and four 12-month option periods. The RFP will be issued via electronic posting on the Federal Business Opportunity (FedBizOpps or FBO) web site www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FedBizOpps for the release of the RFP and all subsequent amendments. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors are encouraged to register in the System for Award Management (SAM) at www.sam.gov prior to submitting an offer. The Government will not award a contract to a prospective contractor who is not registered in SAM. Offerors must obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
