- Interested parties should reply indicating their interest in participating in any formal solicitation for a BOA by completing this Excel spreadsheet SOURCES SOUGHT SYNOPSIS: Information is being collected by the 47th Contracting Flight, Laughlin AFB, TX, for market research purposes and not as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market research and will not pay for information solicited but is interested in potential sources. The purpose of this notification is to identify parties that may have interest and capability to respond to and comply with a Basic Ordering Agreement requirement. The 47th Contracting Flight, Laughlin AFB, TX is considering issuing a Request for Proposal (RFP) and subsequently procure Basic Ordering Agreements (BOA) for real property maintenance, repair, alteration, minor construction, residential and commercial work at Laughlin AFB, Spofford Auxiliary Airfield, and the South Winds Marina. A BOA is not a contract. If issued, project specific work would be awarded under task orders that may include a variety of trades such as carpentry, road repair, roofing, plumbing, sheet metal, painting, demolition, masonry, HVAC, etc. The task order would require the contractor to furnish all of the material, labor, equipment and incidentals needed to accomplish required tasks. If awarded, the resultant BOA's must be reviewed annually before the anniversary of its effective date and revised as necessary to conform to the regulation requirements at FAR 16.7. The period of performance for each project awarded against resultant BOA's would be stated in each respective task order. The Standard Industrial Codes are 236220/237310 and the size standard is $36.5M. The issuance of a BOA between the Government and a contractor does not guarantee the Government will place future contracts or orders with the contractor and will not be used as a method to sole source requirements to contractors. Complete spreadsheet as follows: step 1. Complete the Contractor Information tab to identify your business. step 2. Complete the Past Performance tab by annotating construction projects performed within the last five years. step 3. Complete Capability Statement tab by entering your firm's technical and financial capability, to include bonding limits. All information submitted will be retained in the contract office files as market research and will be used for Government purposes only.
