Description
Notice Type: Sources Sought Synopsis: 1.0 - DESCRIPTION 1.1 - The United States Army Aviation Integration Directorate is seeking information on potential sources concerning a possible lightweight Infrared Exhaust Suppressor (IES) system. The Government requests potential sources provide technical data based upon the desired capabilities and attributes of the system listed in this request. 1.2 - The Government requests sources indicate willingness to participate in a no cost evaluation if candidate hardware is available. The Government will provide a test facility and test facility support personnel to conduct the no cost evaluation. 1.3 - Interested sources will be required to complete a written agreement that testing is at no cost or obligation to the Government. 1.4 - Eligibility Information: The Government test results are technical data that are subject to export control. In accordance with established policy and procedures for the dissemination and withholding of technical data that disclose export controlled technical data, participants need to be enterprises certified via DD Form 2345 to obtain export controlled technical data. Participation of foreign sources as subcontractors is encouraged subject to approval, authorization or licensing procedures. 2.0 - REQUIREMENTS: 2.1 - General information and coverage. This system will be integrated onto the A/MH-6M special operations aircraft and shall satisfy the integration, interface, and processing requirements as detailed below. The equipment will be of the manufacturer's current design, new and unused, and capable of performing its intended function in accordance with the operation and performance requirements specified herein. The equipment shall be completed so that when integrated, it can be used for any function for which it is designed and constructed. 2.2 - Production model. As an objective, components of the system shall be non-developmental items. 2.3 - Definition. The system shall consist of, but is not limited to, the following major components: 2.3.1 - Infrared Exhaust Suppressor A Kit (permanently installed). 2.3.2 - Infrared Exhaust Suppressor B Kit (temporarily installed). 2.4 - Characteristics. Desired equipment capabilities and characteristics are below. The aircraft has severe weight and space limitations. It is critical that any proposed product be of minimal weight. 2.4.1 - Weight no greater than 35 pounds (combined weight of components described above). 2.4.2 - Infrared (IR) signature reduction as follows: 2.4.2.1 - Band IV broadside of > 60%. 2.4.2.2 - Band IV aft of > 80%. 2.4.2.3 - Band I/II broadside/aft of > 90%. 2.4.3 - Engine power reduction at any rated power setting < 2%. 2.4.4 - Mean Time Between Failures (MTBF) of 100 flight hours. 2.4.5 - Time to install or remove of 60 minutes with two men. 2.4.6 - The IES shall not invalidate the commercial certification of the Rolls Royce 250-C30R/3M engine. 2.4.7 - Shall require minimum aircraft modification. 2.4.8 - Shall be designed for a life of 7,500 flight hours. 2.4.9 - Shall not reduce the current airspeed limitations of the aircraft (130KCAS). 2.4.10 - Shall not require electrical power. 2.4.11 - Shall not increase the acoustic signature if the aircraft. 2.4.12 - Shall not affect the transportability of the aircraft. 2.4.13 - Shall not affect the crashworthiness of the aircraft. 2.4.14 - Shall not affect the ability of the aircraft to operate on board naval ships. 2.4.15 - Redirection of engine exhaust shall not cause damage to the aircraft, ignite flammable material in the area of operations, or cause foreign objects to be blown into the tail or main rotor. 2.4.16 - The system shall not be hazardous to the environment. 2.4.17 - The system should be designed to be maintainable. 2.4.18 - System shall include provisions for test stand operation. 3.0 - RECOMMENDED RESPONSES: 3.1 - Responses to this announcement should include the following information: 3.1.1 - Respondent's name, address, point of contact (POC), phone number, and e-mail address. 3.1.2 - Business Size. 3.1.3 - No more than four pages providing clarification/explanation of the component(s) to include historical usage, if any. This portion of the response should clarify how the component meets all the above requirements. Note: Specific parameters and data of interest includes: 3.1.4 - Dimensions including overall mounting. 3.1.5 - Weight. 3.1.6 - Infrared signature reduction. 3.1.7 - Engine power reduction. 3.1.8 - Mean Time Between Failure (MTBF). 3.1.9 - Time to install. 3.1.10 - Production rates. 3.1.11 - Obsolescence planning. 3.1.12 - Performance discriminators from other competitors. 3.1.13 - Technical specification and supporting information for solutions meeting the performance requirements. 3.1.14 - Mechanical drawings available for review. 3.1.15 - Test reports from executed flight test efforts. 3.1.16 - Artifacts providing evidence of MIL-STD qualification if any. 3.1.17 - Have you sold these products to any government agencies? If so, please provide names of agencies, POCs and contract numbers. 3.1.18 - Recommended criteria towards technical capability assessment. 3.2 - Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions will not be returned. 3.3 - The Government intends to have support contractor personnel from Cruz Associates, Inc., Yorktown, Virginia, Kokua Support Services Corporation, Newport News, Virginia and Yahweh Computers, Inc., Williamsburg, Virginia to provide assistance to the Government in the handling, reviewing and processing of the documentation submitted in response to this RFI. By submitting a response to this RFI, the contractor consents to the Government disclosing Contractor proprietary information to the aforementioned contractors to develop the acquisition approach. Each of these support contracts have Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.227-7025, Limitations on the Use or Disclosure of Government-Furnished Information Marked with Restrictive Legends, in the contracts with the Government and employees of these companies have individual non-disclosure statements on file with the company. 4.0 - Information Exchange Meetings: 4.1 - The Government does not intend to host an information exchange meeting to discuss this RFI with interested potential respondents. 5.0 - Contact: 5.1 - This Request for Information (RFI) is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. 5.2 - All interested, capable, and responsible sources that wish to respond to this RFI are asked to provide input to Mrs. Celeste Felton, Procurement Technician via email at celeste.j.felton.civ@mail.mil no later than 2:00 pm EST on Friday, 29 January 2016.
