- Request for Information Request for Information for GSA IT Research Services *This RFI has also been posted to GSA eBuy Schedule 70 SIN 132 52 Electronic Commerce and Subscription Services, under RFQ1051769. 1. BACKGROUND: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation announcement. The purpose of this RFI is to gain knowledge of interest, capabilities, and qualifications of various companies. It is not to be construed as a commitment by the Government. A contract will not be awarded as a result of this RFI and no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up requests for information. Failure to respond will not in any way prevent a potential offeror from participation in any future solicitations. The purpose of this RFI is to conduct market research on the subject of research services and memberships, specifically to: A.Collect information about market capabilities, including both large and small businesses, for research services and memberships; B.Identify potential approaches for meeting GSA IT's research services needs for its customers; C.Obtain industry insight and recommendations for using the various offerings of research services companies. All information provided will be given consideration and may influence the development of requests for quote; D.Determine if companies who respond possess a current GSA Schedule Contract, which it is the Government's intent to require; and E.Obtain industry insight concerning the establishment of a multiple-award Blanket Purchase Agreement BPA program. 2. DESCRIPTION: Previous task orders have provided research and memberships to the GSA Services and Staff Offices over the past several years. These services have provided GSA with a full breadth of expertise and advisory services from strategic to tactical and operational levels. Services provided included unique capabilities from the long-term, strategic perspective; access to the industry/government data to obtain impartial, statistically-valid assessments and advice for the Agency. At the tactical level, services included uniquely-accessible research capabilities to help the Agency face more near-term planning and adjust to changing technology and external requirements and constraints. Finally, GSA IT professionals have received services that provided access to advice on day-to-day operations and best practices. In addition, services included significant consultative resources for IT planning and management. These services, therefore, fulfilled essential niches in the totality of the Government's need. GSA is contemplating awarding vehicles, perhaps BPAs, to one or more companies covering the same or similar niches within the research service marketplace, as provided for in the past. Use of both large and small businesses is anticipated for the ultimate program, if available. Through these research services and memberships, GSA IT expects to: •Improve project management of IT projects •Improve availability and planning of technology implementations •Improve GSA's technology investment and planning processes •Acquire, implement, and manage technology to meet current and future business requirements •Conduct comparative benchmarks of IT performance •Advance the utilization of technology •Improve the management of vendors in support of a formal vendor management office. •Increase the return on technology investments •Understand the impact of technological advances on future organizational activities and outcomes 3. OBJECTIVE: The overall objective is to obtain information on searchable commercial databases and research memberships and subscription services to assist GSA with the formulation of Information Technology (IT) strategies, business management of IT, application integration, enterprise management strategies, and emerging trends in IT strategic systems alignment. The needed research subscriptions, memberships and services are to be used to formulate performance measures and indicators, establish process and productivity improvements and for the conduct of program audits and evaluations, among other similar activities. 4. REQUIREMENTS: GSA has requirements for: -Key IT research reports and analysis -White papers and evaluations in support of GSA's information technology staff -Time-saving vendor service delivery team -IT Leaders and analyst services -Peer connections -Group and individual memberships, benchmarking services and pre-paid research. Current and accurate information on information technology-related topics is used by GSA to make informed decisions on IT management, technology investments, technology enhancements, Business Technology (BT) transformation, and IT security issues. Web-based access to IT-focused research documents via a subscription service covering the entire realm of IT from hardware to software to services, from strategic planning to human capital management including reports on technology manufacturers and service provider's abilities to deliver specific technology, product testing and product evaluations. 5. STATEMENT OF CAPABILITY: The GSA IT requires a statement of capability from all responders that addresses the following: (1)Statement to demonstrate your firm's (including teammates or subcontractors) methodology and capability for requirements discussed in this document. Respondents need only provide responses for the requirements for which they have a methodology and capability. (2)Description of your membership services, what those membership services include and how they are bundled. (3)Identify if you are on GSA Schedule for these membership and research services (4)Business Size and NAICS Code Please limit your capability statement to four (4) pages. 6. RESPONSE INFORMATION Interested businesses are required to provide an electronic copy in Microsoft Word or Portable Document Format (PDF) of their response to the Contract Specialist by close of business (COB) on the due date. Large and Small Business Concerns are invited to respond to this RFI within 14 calendar days, by COB, December 8, 2015. The Respondent is requested to submit a response that includes the following (subject to the page limit): •Business Name •Point of Contact (POC) name, email, phone number and web address •Business size classification (small, SDVOSB, WOSB, etc) •Possible NAIC codes associated with this action •Statement of Capability to include: oDescription of your membership services, what those membership services include and how they are bundled Send written responses to Patricia Sylvester, Contract Specialist, at the email address listed below.
