- Please review the document in its entirety before responding to this Notice. Sources Sought Notice Non Appropriated Funds (NAF) WiFi and Cable Joint Base Elmendorf-Richardson (JBER), Alaska 1. The 673d Contracting Squadron is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in a requirement for Wireless Internet and Cable Television Services. The results of this market research will contribute to determining the methods of procurement for these two separate requirements. 2. There is no solicitation at this time. This request for capability information does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB). Submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. All submissions will be considered and treated as public information. The Government will assess any responses in addition to associated market research to ascertain potential market capacity; no decision has been made regarding potential FAR Part 19 set-asides at this time. No feedback or evaluation will be provided to interested parties regarding their response, though the Government reserves the right to contact respondents on a case-by-case basis regarding their submission. 3. There is no Performance Work Statement (PWS) available at this time. However, this requirement is known to encompass approximately 505 guest rooms in multiple locations throughout JBER. Wireless Internet and Cable Services must be freely accessible (no password required) and anonymous. Access shall be enabled according to the most current commercial WiFi Standards with backwards compatibility. Internet shall be capable of handling and sharing connections with several clients in each room. There shall be no "dead spots" where service cannot be accessed in any of the buildings where service is required. Additionally, The Contractor shall provide the following broad categories of Cable Television programming; 24-hour News and Weather Programming, Sports, Children's Programming, Public Broadcast Services, Major Network Programming - Anchorage Area, and Educational Channels - Anchorage Area. Furthermore, the contractor shall provide to the government, at no additional cost, two channels to broadcast a Government Access channel. The programming on this channel shall be originated by the government in a facility on-base and shall not be broadcast outside the boundaries of JBER. 4. An "Industry Day" will be held to help establish the best way forward for this requirement. Prospective vendors are invited to attend, but no special preference will be given to those vendor attending vendors. The tentative date for this meeting is 22 December 2015 at 1000. All parties interested in attending this meeting should contact those individuals listed in Section 6 of this document. 5. If your organization has the capacity to supply this requirement, please provide a capability statement addressing the following areas: a. Business Information (1) Company name and address (2) Official website, if any (3) Points of contact including telephone numbers and email addresses (4) DUNS and CAGE codes (5) A statement regarding your business's size status under the NAICS code in paragraph 3, above. If your business falls into a small business category, (i.e. woman-owned small business, small disadvantaged business, certified 8(a) program participant, HUBZone firm, veteran-owned small business, and service-disabled veteran-owned small business, etc.) please provide a listing of all applicable designations. (6) A statement regarding the domestic or foreign ownership of your firm (7) A statement regarding the status of your SAM registration, including the currency of your representations and certifications b. Capability Information (1) Identify whether your firm has the capability to meet the Government's requirement. Should portions of this requirement fall outside your company's scope or area of expertise, indicate whether you have any current partnering/teaming arrangements with other firms that would enable you to fully meet the Government's requirement. (2) Identify and describe your firm's prior experience on projects of a similar size and scope to the requirement described above, especially those performed in subarctic or other extreme cold weather environments. Please limit your response to recent, relevant projects and include the following information: (a) Contract number, customer or firm name, or other identifying details of the project (b) Points of contact for the project including names, telephone numbers, and email addresses (c) City, state (if applicable), and country of performance (d) Type of contract vehicle (if applicable) and CLIN structure (e) Government contracting points of contact, email addresses, and phone numbers for the project if applicable (f) A brief description of your support of the project 6. Interested parties are invited to submit a response to this sources sought notice by 10:00 a.m. AKST on December 14th, 2015. All responses must be emailed to the following individuals: a.
