- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should NOT submit a response to this notice. The purpose of this requirement is to provide technical expertise and operations support for: • HRSA web presence (www.hrsa.gov), including major bureaus, offices and programs • Development of digital assets for web and social media outreach, including infographics, animated graphics, branded images, etc. • Analysis, development and implementation of enhanced content in the content management system including plain language writing for web and Information Architecture development/maintenance • Development of structured content using developed content models • Integration of external databases into hrsa.gov web template • Usability/User Experience (UX) analysis and user testing for current and new assets I. BACKGROUND: The Health Resources and Services Administration (HRSA), an Agency of the U.S. Department of Health and Human Services, is the primary federal agency for improving access to health care for the tens of millions of Americans who, for a variety of reasons, are medically underserved or face barriers to needed care. The mission of HRSA is to improve health and achieve health equity through access to quality services, a skilled health workforce and innovative programs. The HRSA Office of Communications (OC), within the Office of the Administrator, directs all web-related and social media outreach efforts of the agency. This includes creating, publishing, managing, deleting, maintaining, and ensuring Section 508 compliance, usability and plain-writing of the content of www.hrsa.gov, its sub-domains and social media efforts. The workload at HRSA can fluctuate considerably, as the agency responds to health emergencies, the Administrator's priorities and HHS requirements, all of which necessitate quick turnaround on new projects and initiatives.   II. REQUIREMENTS: 1. Website maintenance and operations • Develop and maintain HRSA web pages and associated files in adherence to HHS and HRSA policies and standards including Section 508 compliance specifications. • Provide web design and graphic in file formats that allow template and web developer to implement on webpages and sites using documented style guides. • Design and implement responsive web templates. • Respond by deadline to bureau/OC requests to post, update, migrate or delete web content, pages, or sites. • Develop applications that incorporate mobile web user experience best practices • Use HRSA-approved development tools. 2. Plain language • Develop or update content on existing webpages or documents to comply with plain language guidelines. • Write content that is appropriate for HRSA target audience, including but not limited to grantees, policymakers, healthcare professionals. • Make recommendations on how to streamline and organize content for better user experience on desktop AND mobile interfaces 3. Usability testing • Assist HRSA in assessing, analyzing, designing, evaluating and testing HRSA.gov and the subdomain websites. o Perform usability and UX testing to ensure that site IA is in line with maximum user experience o Conduct A/B testing on new site rollouts to inform decisions on site improvement o Conduct mobile specific testing to determine adjustments needed for the site in a mobile environment • Provide recommendations for enhancements to ensure the websites are useable, useful and accessible. • Support HRSA mission by designing a user-friendly and citizen-centric website which includes: o User and task analysis o Data collection and analysis o Information architecture design o Iterative usability testing 4. Search Engine Optimization (SEO) • Provide content strategy to improve visibility and rankings of HRSA webpages in search results. • Monitor search position and keyword trends for HRSA-related keywords and phrases. • Provide improvements and updates to content, content structure, metadata, and the information architecture to ensure optimal search performance for HRSA- related keywords and phrases. • Ensure optimal search performance for HRSA's social media properties. • Develop and manage a HRSA taxonomy with input from other HHS taxonomies and the National Library of Medicine taxonomy to better tag, organize, and manage HRSA's digital content. 5. Website performance using Google Analytics • Use Google Analytics to evaluate HRSA website performance. • Provide ongoing support and management of HRSA's analytics architecture, ensuring compliance with HHS' analytics implementation and compatibility with GSA's Digital Analytics Program (DAP). • Provide support for regular and ad-hoc metric reports and analyses. • Develop online analytics dashboards (using APIs where possible) from all of HRSA's digital measurement tools, including Google Analytics, Foresee Results, Crazy Egg, the HHS VOC, GovDelivery, and metrics from social media channels (including Facebook, Twitter, YouTube, and LinkedIn). • Provide ongoing analysis of metrics and resulting recommendations for improvements to HRSA's information architecture, content & content structure, and social media channels to better serve HRSA's customers. 6. Social media • Demonstrate knowledge of community development on social media platform. • Develop strategies and guidance to enhance HRSA's presence and engagement with audience in social media channels. • Help monitor and maintain fresh information on HRSA social media channels in coordination with Office of Communications staffHelp develop branded campaigns, including language and graphics, around national events and observances relevant to HRSA's work • Assist with creation of analytics and reporting documents on social media channels impact and growth 7. Graphic support • Provide design and graphics support to develop digital assets for use in print materials, HRSA websites, social media channels, etc. o Develop properly sized graphics for HRSA social media channels o Create animated graphics to convey data information o Develop data driven graphics for use on web and social media o Create generic graphics and images for use on HRSA web site o Create static and animated infographics o Create generic social media banners/headers for use throughout the year • Provide style guide and branding strategy to promote HRSA programs, products and messages. • Provide documentation and branding guide to ensure consistent use of HRSA brands and colors in digital assets across HRSA offices and programs. 8. Section 508 • Review and test all documents for Section 508 compliance. • Identify 508 errors and remediate documents to ensure all HRSA webpages and documents meet Section 508 requirements. 9. Content Management System (CMS) migration • Migrate HRSA sites and content from Percussion CMS (Rhythmyx) to Drupal. • Stay abreast of Drupal release and provide migration strategies upon new version release. • Implement developed content models to structure content appropriately for migration to Drupal. 10. Web redesign • Redesign HRSA.gov and subdomain websites. The redesigned website should be fully functional in multiple browsers on desktop and mobile devices. • The redesign should satisfy the following requirements: o Responsive to user platforms, especially mobile o Engaging and appropriate for the multiple HRSA audiences o Easy access to HRSA program information (well-structured IA) o Clear communication of HRSA's mission o Compliance with government regulations and best practices o Easy adaption of web elements for use in print, social media materials, or for distribution to stakeholders III. CAPABILITY STATEMENT INFORMATION: Please address your knowledge and expertise within the last three years by providing: a. A sample workplan on how your firm oversaw a web redesign and support project from start to finish completing each of the requirements listed in the Requirements section b. URLs of web projects and highlights of the challenges encountered and resolutions c. The firm's accomplishments in web design, including awards and industry recognition. d. Addititional informaction requested: Interested small business potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondent's capacity and capability to perform and specific work as required. Responses must directly demonstrate the company's capability, experience and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above at a sufficient level of detail to allow definitive evaluation; and evidence that the contractor can satisfy the minimum requirements listed above while in compliance with FAR 52.219-4 ("Limitation on Subcontracting"). Failure to definitely address each of these factors will result in a finding that respondent lacks the capability to perform the work. Responses to this notice shall be limited to 25 pages and must include: 1. Company name, mailing address, e-mail address, telephone and fax numbers, website address, and the name, telephone number and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. Business size for NAICS 541511 and status, if qualified as an 8(a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in VetBiz Vendor Information Pages). Additional information on NAICS codes can be found at www.sba.gov. 4. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture; etc.) Companies also must be registered in the System for Award Management (SAM) database (www.sam.gov) in order to be considered as potential sources. 5. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. 6. If the company has a Government approved accounting system, please identify the agency that approved the system. 7. Demonstration of knowledge and expertise as required under Section III (Capability Statement Information). Please submit copies of any documentation such as letters or certificates to indicate the firm's status (see item #3 above). Teaming arrangements are acceptable, and the information required above on the company responding to this announcement, should also be provided for each entity expected to be teammates of the respondent for performance of this work.
