- Certification Attachment Applicable Clauses Performance Work Statement & This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The solicitation number is HQ0236-16-T-0005 and is being issued as a Request for Proposal (RFP). The Defense Security Cooperation Agency (DSCA), George C. Marshall European Center for Security Studies (GCMC) in Garmisch-Partenkirchen, Germany, intends to award a commercial, firm fixed price contract resulting from this combined synopsis/solicitation. All responsible sources may submit a proposal which shall be considered by the agency. The estimated award date of this requirement is on or around 20 January 2016. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83, Effective 2 July 2015. The applicable North American Industry Classification Standards (NAICS) code is 512290, Other Sound Recording Industries. The small business size standard is $11.0M. DSCA GCMC intends to purchase professional non-personal services to obtain audio-visual maintenance and presentation support to successfully execute events at the Marshall Center. This requirement is for a one-year base period and two one-year option periods. SCHEDULE OF SUPPLIES AND SERVICES. CLIN 0001 - Base Year Mission Support Services Firm Fixed Price Base Year Period of Performance: date of contract start (Est: 23 Feb 2016) through 365 days Price per month (indicate currency type): __________ X 12 months = ___________ CLIN 1001 - Option Year One Mission Support Services Firm Fixed Price Option Year One Period of Performance: 365 days starting upon completion of the base year Price per month (indicate currency type): __________ X 12 months = ___________ CLIN 2001 - Option Year Two Mission Support Services Firm Fixed Price Option Year Two Period of Performance: 365 days starting upon completion of option year one Price per month (indicate currency type): __________ X 12 months = ___________ SPECIFIC REQUIREMENTS. See the Performance Work Statement at Attachment 0001. INSPECTION/ACCEPTANCE. All inspection/acceptance activities will be performed by the Government at the Government site. PROPOSAL SUBMISSION REQUIREMENTS. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition and is incorporated by reference. The provision at FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition and paragraph (a) is completed as follows: 52.212-2 EVALUATION - COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1 Technical Acceptability Factor 2 Technical Capability Factor 3 Past Performance Factor 4 Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. EVALUATION FACTORS. Factor 1, Technical Acceptability: Submission Requirements: The contractor shall self-certify in their proposal that their proposed personnel have 12 months or more residency established in Germany or that they are a U.S. citizen. The certification attachment shall be included in order to be considered further. Evaluation Methodology: Technical Acceptability is a Pass/Fail factor. Failure to provide the certification will result in a rating of "Fail" and the offer will not be considered further. The Government will review the Offeror's self-certification that proposed contractor personnel are either US Citizens or have established 12 months or more of residency in Germany. Proposed contractor personnel with less than 12 months of residency in Germany will result in a rating of "Fail" and the offer will not be considered further. Proposed contractor personnel who are US Citizens or have established 12 months or more of residency in Germany will result in a rating of "Pass" and the offer will be considered further. Factor 2, Management/Execution Plan (Technical Capability): Submission Requirements: The offeror shall submit a detailed narrative Management/Execution Plan describing how the offeror intends to provide overall effective management of the contract and technical approach. The narrative plan shall address the following: 1) Offeror's plan to fulfill contract requirements, to include manpower/staffing plan, quality control processes, material, response time, and equipment resources and availability, as well as other logistical needs. 2) Offeror's plan to provide appropriate supervision. 3) Offeror's management and organizational structure in the form of a chart and accompanying narrative. The chart and narrative shall effectively convey the Offeror's organizational structure, decision making authority, and specifically identify those individuals authorized to negotiate and sign contract awards and modifications and perform quality control functions. The organizational chart shall also depict the lines of authority and responsibilities for team members. 4) Offeror's plan to resolve unforeseen circumstances that threaten mission performance, to include plans to provide On-Call (Emergency) support as detailed in the PWS. 5) Project Manager's knowledge/experience with integrated audio/visual and interpretation facility repair and maintenance of similar size and nature as those detailed in the PWS. The description of the Project Manager's knowledge and experience shall include the dates and duration of this experience. 6) Concise summary of the knowledge, experience and any certifications held by technicians that the Offeror intends to field in performance of a resulting contract. Evaluation Methodology: The Government will evaluate the extent to which the submitted management/execution plan demonstrates the Offeror's commitment and capability to provide overall effective management of the contract including manpower/staffing, quality control, resource management, supervision, and management structure efficiency. The Government will evaluate the Offeror's and major subcontractor's demonstrated capability to resolve unforeseen circumstances that threaten mission performance. The Government will evaluate the depth, currency and relevancy of the Project Manager's knowledge and experience with integrated audio/visual and interpretation facility repair and maintenance of similar size and nature as those detailed in the PWS. Factor 3, Past Performance Submission Requirements: The Offeror shall provide three references which can substantiate that the Offeror has provided audio visual support for current (or past) Government (or non-Government) contracts similar in complexity and scope to the PWS, over the last five years. Each reference shall complete and return the Past Performance Questionnaire (Please see the attachment labeled "Past Performance Questionnaire" included in this RFP) by the closing date of the solicitation. The Government reserves the right to obtain the information to be used in Past Performance evaluation from any and all sources including those outside the Government. Evaluation Methodology: The Government will evaluate the recency, relevancy, source of the information, context of the data, and general trends in Contractor's past performance. The Government will review all past performance documentation received and may contact references to verify quality of previous services provided to determine the extent to which the Offeror will successfully perform the requirements of this contract. The Government may also consult other sources such as the Contractor Performance Assessment and Reporting System (CPARS). Factor 4, Price: Submission Requirements: The Offeror shall provide firm fixed unit and total prices for all items, including options, listed in the Price Schedule referenced in the announcement. All prices shall indicate the currency type. Evaluation Methodology: The Government will evaluate proposals for award purposes by adding the total price for the base period and all option years to determine the total proposed price for the requirement. All prices, including options, will be evaluated to determine whether the offerors' proposed prices are fair and reasonable. Offers submitted in a foreign currency will be evaluated in accordance with FAR 52.225-17, Evaluation of Foreign Currency Offers, as necessary. SELECTION DECISION. This acquisition will use trade-off analysis to make a best value selection decision. The selection decision will incorporate trade-off techniques and will be made based on an integrated assessment of each contractor's proposal. As such, the Government may award a contract to a contractor who has not proposed the lowest price or the highest rated technical submission. Proposals will be evaluated based on the stated evaluation factors. The Government will award one contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Technical Acceptability is a Pass/Fail factor. Technical Capability and Past Performance will be evaluated and assigned adjectival ratings. Price will be evaluated for price reasonableness. Technical Acceptability and Technical Capability are more important than Past Performance. Technical and Past Performance, when combined, are significantly more important than Price. The clause at 52.212-4, Contract Terms and Conditions -Commercial Items applies to this acquisition and is incorporated by reference. CLAUSES. See "Applicable Clauses" attachment to the solicitation. CLOSING RESPONSE DATE, QUESTIONS AND SUBMISSION SUMMARY. In order to be considered for award, offerors shall submit the required documentation in response to this announcement as follows: 1. Furnish Representation and Certifications: The Offeror must either (1) complete the applicable Representation and Certifications through Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov or (2) a provide a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (ALT I), DFARS 252.212-7000, Offeror Representations and Certifications--Commercial Items, and FAR 52.209-5, Certification Regarding Responsibility Matters, and DFARS 252.209-7999 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law and submit with the proposal. 3.
