Huff email: philip.h.huff.civ@mail.mil (11) Contract Award: HSHQDC-07-C-00020 (12) Contract Award Dollar Amount: pending (13) Contract Line Item Number: 1000 - 1008 (14) Contract Award Date: 20 Dec 2015 (15) Contractor: Battelle National Biodefense Institute (BNBI), LLC. 8300 Research Plaza Frederick, MD 21702 (16) Description: See “Synopsis” (17) Place of Contract Performance: Frederick, MD (18) Set-aside Status: No Synopsis: The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a Cost Plus Award Fee (CPFF) type of sole source for a six (6) month extension to Contact No. HSHQDC-07-C-00020 for maintaining and transitioning out of services for the operation and management of the National Biodefense Countermeasures Center (NBACC), with Battelle National Biodefense Institute (BNBI), in accordance with FAR 52.217-8 entitled, “Option to Extend Services.” The statutory authority permitting other than full and open competition is U.S.C. 2304(c)(1). The FAR citation is 6.302-3, entitled, “Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services.” Additionally, authority within the contract which allows the Government to extend services, up to six (6) months is FAR 52.217-8 entitled, “Option to Extend Services.” This extension requires the use of the authority since the contractor (i.e. Battelle National Biodefense Institute (BNBI)), is the only contractor who can provide these services at this time for the continuation, maintenance, and transitioning out of services for operation and management of the National Biodefense Countermeasures Center (NBACC). Any firm who believes they are able to provide the stated services as outlined herein are invited to submit written notification, along with their capabilities statement to the point of contact (POC) listed above within time limits as set forth in the notice. NO TELEPHONE INQUIRES WILL BE ACCEPTED. NOTE: BASED ON THE RESPONSES TO THIS NOTICE OF INTENT, A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THE PROPOSED PROCUREMENT IS SOLEY WITHIN THE DISCRETION OF THE GOVERNMENT. Synopsis of J & A: The proposed contract action is in accordance with FAR 52.217-8, Option to Extend Services, with a period of performance not to exceed 6 (six) months from the date of award. The proposed procurement action is to issue two, three (3) month extension periods to Battelle National Biodefense Institute (BNBI), under DHS contract HSHQDC-07-C-00020. This contract was awarded in accordance with FAR Subpart 35.017, Federally Funded Research and Development Centers (FFRDC), with the Department of Homeland Security as the sponsoring executive agency. The mission of the NBACC is essential to the National Security of the United States. The mission is to provide the scientific basis for the characterization of biological threats and bioforensic analysis to support attribution of their planned or actual use against civilization. The NBACC mission is accomplished through the use of two centers (National Bioforensic Analysis Center (NBFAC) and National Biological Threat Characterization Center (NBTCC)). Under the proposed contract modification action, BNBI will continue to operate, manage, and transition out services for the NBACC FFRDC located in Frederick, Maryland, per the Homeland Security Presidential Directive (HSPD) 22 (Domestic Chemical Defense - Classified) and HSPD 10 (Biological Defense for the 21 st Century – Unclassified).
