****THIS IS A SOURCES SOUGHT NOTICE ONLY**** This sources sought notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for information and planning purposes and is not to be construed as a commitment by the Naval Facilities Engineering Command Far East (NAVFAC FE), implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice in accordance with FAR 15.201 (e). The Government is not responsible for the cost associated with any effort expended in responding to this notice. NAVFAC Far East is seeking eligible business firms capable of providing planning, design, and engineering services for various types of projects at various military installations located in the NAVFAC Far East Area of Responsibility (AOR) including: Japan, Singapore, and Diego Garcia. The successful contractor to any forthcoming solicitation shall furnish all labor, supervision, tools, materials, and equipment necessary to perform all A-E services associated with this project. Services include, but are not limited to: a) Project Planning Documents b) Plans c) Studies d) Events e) Real Estate Summary Maps f) Environmental Planning g) Design h) Collateral Equipment (CEQ) Procurement and Installation Package The North American Industry Classification System (NAICS) Code for this procurement is 541330, Engineering Services. BUSINESS LICENSE REQUIREMENT: Many of the work areas expected under this contract have special access and entry restrictions. Firms interested in this effort must be able to qualify for access to these areas. Expected areas include, but are not limited to: Japan, Singapore, and Diego Garcia. Contractors (or their partners or subcontractors) must be duly authorized to operate and conduct business in all locations and must fully comply with all laws, decrees, labor standards and regulations during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in all locations and possess all necessary licenses to perform work in each location. Offerors will be required to provide verification of such licenses prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. The following is a brief overview of each country �s requirements: Japan A and E firm must demonstrate the ability to legitimately conduct business in Japan. A-E firm must possess or be able to obtain the Japanese registration entitled �Kaisha Tokibo Tohon. � In the case of a joint venture, each joint venture shall provide a copy of their professional registration. Diego Garcia Entry into Diego Garcia is restricted, requiring area clearance by the United States Navy Support Facility in Diego Garcia. Only those persons satisfying the Diego Garcia-specific foreign clearance and entry requirements may be authorized and permitted access to Diego Garcia. Singapore A and E firm must demonstrate the ability to legitimately conduct business in Singapore. A and E firm must possess a Singaporean architect-engineering registration. A and E firms must provide a copy of the registration, registration number, associated dates, and issuing organization. In case of a joint venture, each joint venture shall provide a copy of their professional registration. Please reference the following website for foreign clearance and entry requirements for the aforementioned countries: https://www.fcg.pentagon.mil/fcg.cfm SUBMITTAL REQUIREMENTS: It is requested that interested firms capable of providing the requested services submit a brief capabilities statement package (no more than 12 single-sided pages or 6 double-sided pages, including attachments, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The capabilities package must be complete and sufficiently detailed to allow the Government to determine the firm �s qualifications to perform the defined work. Interested firms may submit information using Enclosure (1), Sources Sought Contractor Information Form, to demonstrate capabilities, capacity and experience.
