This announcement constitutes the only solicitation; offers are being requested and a written solicitation [Request for Proposal (RFP) No. NRC-HQ-40-16-R-0002] is attached to this synopsis. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-82/06-08-2015. This procurement will result in a single-award hybrid firm-fixed price and time-and-materials contract. This acquisition is conducted using Federal Acquisition Regulation Part 15 procedures. Source selection will be based on the following four (4) Evaluation Criteria: 1) Technical Approach, 2) Corporate Experience, 3) Management/Staffing Plan and Key Personnel Qualifications, and 4) Past Performance. Cost/price will be considered in the evaluation and selection, but cost/price will not be scored. Evaluation criteria will be evaluated using adjective ratings and no numeric point system will be used. This acquisition is set aside 100% for Service-Disabled Veteran-Owned Small Businesses. The North American Industry Classification System code is 238990 "Building and Property Specialty Trade Services". The size standard for this procurement is $15.0M, as set forth under this NAICS code The contractor shall provide Building Operation and Maintenance services for the Nuclear Regulatory Commission Headquarters Facilities in accordance with the terms and conditions of this solicitation, including the Statement of Work and Price Schedule. PROPOSAL Offerors shall provide a proposal to the NRC comprised of a technical and a price portion separated into individual volumes. QUESTIONS A preproposal conference is scheduled for December 4, 2015 at 11:00a.m. EST. You are encouraged to submit your questions in writing not later than 1 working day(s) before the conference date. The deadline for all questions is 10:00 a.m. EST, December 3, 2015. All proposals are due December 14, 2015 by 10:00a.m. EST, electronically to adelis.rodriguez@nrc.gov and latoya.cooper@nrc.gov. Offerors are responsible for any technical difficulties and/or administrative problems associated with transmission of the files to the NRC. Solicitation NRC-HQ-40-16-R-0002 is distributed through the FedBizOpps website (http://www.fedbizopps.gov.) The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The NRC requires the prospective awardee to be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of the resulting contract in accordance with Federal Acquisition Regulation, 52.204-7, System for Award Management. Processing time should be taken into consideration when registering.
