- The purpose of this presolicitation notice is to alert qualified contractors of pending Request for Quote (RFQ) release in adhering to the requiring law, Defense Base Act (DBA). The DBA extends the Longshoremen's and Harbor Workers' Compensation Act (33 U.S.C.901) to provide overseas employees with insurance coverage. The DBA Insurance requirement specifically supports the U.S. Army Intelligence and Security Command (INSCOM). INSCOM requirements include the Defense Language Interpretation and Translation Enterprise (DLITE) in its current form, Global Intelligence (GI) Support Services, and future DLITE II requirements and the Goal 2b of the Defense Language Transformation Roadmap (Jan 2005). It also supports the DoD's National Military Strategy (NMS) and the President's National Security Strategy (NSS). The anticipated RFQ release date is 29 January 2016. The anticipated period of performance will be for a base period of two (2) years plus three (3) one-year option years for a potential total of five years. The Government anticipates a No Cost Fixed Rate Contract in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 524210 (Insurance Agencies and Brokerages). The purpose of this requirement is to enter into a contract in which the contractor(s), hereafter referred to as the Broker(s), will manage the procurement of Worker's Compensation Insurance as required by the DBA for all INSCOM awarded contracts. Under all INSCOM contracts involving any overseas performance, the Insurer is required by law to provide overseas employees with insurance coverage pursuant to DBA. DBA coverage applies to individuals employed under INSCOM contracts or subcontracts or subordinate contracts regardless of the duration of their assignment. INSCOM will insert language into its contracts requiring eligible awardees of all INSCOM contracts to procure DBA Insurance exclusively through the Broker. The Broker will confirm that Insurer(s) will not sell policies to eligible INSCOM contractors at rates higher than the fixed rates establish within this requirement. This contract(s) shall serve as the vehicle used to provide all required DBA Insurance coverage for overseas employees. It is expected that much of the performance under these contracts shall include nonspecific, but short notice and urgent, requirements from various locations throughout the globe, as well as, mature (clearly defined) requirements for areas such as: Cuba, Europe, Africa, Middle East, and Pacific Regions. The contract(s) will require DBA Insurance for personnel with skill sets ranging from translations and interpretation, engineering, scientific and technical, medical, and legal services. To ensure that high levels of quality, performance, and cost controls are maintained, it is envisioned that the Broker(s) will provide the necessary management, supervisory, and administrative personnel to direct, administer, and report on these services as required. This notice neither constitutes a Request for Proposal, nor does it restrict INSCOM to an ultimate acquisition approach. No contract will be awarded from this announcement, and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. All vendors must register and be current in the System for Award Management (SAM) database.
