Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors. This acquisition will result in the award of a Firm-Fixed Price (FFP) contract for the Components Overhauling for One 25 Ton Portal Crane at Trident Refit Facility (TRF), Kings Bay, Georgia. The best value source selection process to be used for this acquisition is the tradeoff analysis process as described in FAR 15. This acquisition is solicited on an unrestricted basis. The solicitation will solicit offers from contractors for the purpose of performing selected components overhauling for the K-1, a 25-ton portal crane at Trident Refit Facility, Kings Bay, GA. The overhauling works for the crane shall include: -Replacement of the slewing ring (rotate) bearing -Replacement of the travel drive assemblies -Replacement of the diesel engine-generator set -Replacement of Forsheda rings and gudgeon pin seals -Replacement of the sheave bearings and seals -Replacement of the travel wheel bearings and seals -Replacement of wire ropes and wire rope end fittings for the main, whip and boom hoists -Cleaning of horizontal and vertical gudgeon pins including seals replacement -Replacement of the travel drive electrical control systems -Replacement of limit switches -Replacement of master switch controls in the operator ™s cabin -Replacement of floodlights/spotlights, and all general lighting on the crane to LED type -Replacement of existing line rider Load Indicator (LMI) on main hoist with a different type of overload system. -Removal and reinstall the external counterweight with new design of attachment system -Prepare a report on all electrical, mechanical and structural deficiencies uncovered during performance of this contract, that are outside the scope of the maintenance and repairs required by this contract The contractor shall provide engineering services, labor, supervision, equipment, quality control, materials, supplies and construction services. After completion of the overhauling works the crane shall be inspected, field tested and made ready for use in accordance with the specification. Award will be made to the responsible offeror, whose proposal, conforming to the solicitation, is considered to be the most advantageous to the government, as a result of a best value evaluation. The government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The planned period of performance will be approximately 21 months from award to completion. The solicitation will require the evaluation of price and the following non-cost/price factors: Factor 1 “ Technical Approach Factor 2 “ Management Approach Factor 3 “ Safety Factor 4 “ Past Performance on Recent, Relevant Projects Information concerning registration in the System for Award Management (SAM) may be obtained by visiting the website http://www.sam.gov /. Be advised that failure to register in SAM makes an offeror ineligible for award of a DoD contract. This solicitation will be issued as N62470-16-R-2002. The estimated date that the solicitation will be available is 10 December 2015 and the estimated due date for proposals is 26 Jan 2016. This solicitation will be available in electronic format only. It is the contractor ™s responsibility to check the internet site listed above daily for any posted changes to the solicitation plans and specifications. The date for the pre-proposal conference will be published in the solicitation.
