- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, please do not request a copy of a solicitation. This synopsis should not be construed as a commitment by the Government for any purpose. This Sources Sought Synopsis is a market survey being conducted by the San Francisco District, Corps of Engineers to identify potential Contractors with experience and qualifications for Newspaper, Periodical Publishing and All Other Information Services. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. The capabilities will be evaluated solely for the purpose of determining to set-aside for the small business community or to conduct as other than small business procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest, however, preference will be given to the SB categories listed above. The Government must ensure there is adequate competition among the potential pool of available contractors. The North American Industrial Classification System Code (NAICS) is 511110, which has a size standard of 500 employees. The Not-To-Exceed amount estimated for these services with a range between $30,000.00-$40,000.00. The contractor must be capable of providing comprehensive on-line legislative tracking and Congressional news service for government agencies. Access for up to 4 licensed users along with phone/web training and support; unlimited searching on an annual basis. Users must be able to search 30-years (99th Congress) of news content by keywords, bill numbers, members, committees, subjects and date. Bill tracking; archive ability: database of committee or congressional reports available over the past 30-years (99th Congress). Providing updated on appropriations, authorizations, Committee Hearings as well as changes in legislation. This service needs to be accomplished and provided in real time. Therefore, factual information, to include vote counts, full bill and report texts, and hearing transcripts are also required. Transcriptions available with a two-business day turn around; fully searchable by keywords, such as, bills, committee type(s), member(s), events or action dates. Congressional alerts of hearings, votes, and released bill/reports are on-going 24/7, every day that Congress is in session. Should have event listing with dates, times, locations, agendas, and ability to integrate with e-mails (Outlook) with automated alerts *to users of any changes to selected events (time, date, location). **= Alert system should engage on bill or topic alert, sending an e-mail notice to user. Alert system should allow tracking and searching by content (bill number(s), keyword(s), committee(s) or members). Should also have the capability to combine separate alerts into one e-mail notice. Also, provide weekly publication of in-depth stories on congressional policy-making process with integrated access to the status of appropriations, vote charts, sidebar stories, profiles of members coded in the story). Must include a searchable archive of prior stories dating back to the 99th Congress.
