Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL through its Human Infrastructure System Assessment (HISA) work package, is developing tools that military commanders and staff can use to achieve an integrated understanding of the human-infrastructure relationship within the current military decision-making process. The primary objective is to re-implement portions of the Integrated Infrastructure Framework (IIF) model into ERDC's HISA tools. Specific tasks include: 1) Briefing IFF development and detailed workings to HISA team members, 2) Supporting ERDC researchers on the development of a social impact optimization tool within the HISA work package, 3) Assisting with the validations of the model's results; and 4) Documenting progress on the project ERDC-CERL intends to award a purchase order on a sole source basis to FiTT Scientific, Inc. in accordance with FAR 13.106-1(b)(1). Market research indicates that FiTT Scientific Inc. is the only source with the specific knowledge and expertise of the development of the IIF that is essential to a successful integration with HISA. This includes a detailed understanding of IIF's capabilities and shortfalls, as well as lessons learned from extensive direct experience utilizing IIF. The associated North American Industry Classification System (NAICS) code is 541712 which has a size standard of 500 employees. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than, at 12:00 pm, Central Time, to: Angela.D.Holcomb@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
