Description
SOURCES SOUGHT SYNOPSIS The Mission and Installation Contracting Command at Fort Buchanan, Puerto Rico is conducting market research in order to determine the availability and capability of companies to provide Target Systems. THIS IS A SOURCES SOUGHT NOTICE ONLY. The U.S. Government desires to procure 10 ea Target System on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is/are: 332994, and the applicable size standard is1,000 employees. Interested contractor shall meet or exceed the Target System below specifications. The delivery date is 60 days after contract award. Delivery location: Fort Buchanan, Puerto Rico 00934. Responses to this sources sought announcement must be received no later than December 2, 2015 at 10:00AM. Responses should be emailed to Ray Santana at ray.santana.civ@mail.mil. In response to this sources sought, please provide: 1. Reference Sources Sought Number, Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, Size of the business and socio-economic status. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not 3. Information in sufficient detail regarding previous experience on similar requirements (include size, scope, government or commercial). Product Specifications Target System (10 ea) 1. General specification • Target system is designed for Close Quarters Battle, urban settings and "walk-thru course scenarios". • Mobility - Completely self-contained unit in a water resistant "Pelican" type case. Weigh only 44 lbs per system. Easily to transport in a car or van onto an outdoor firing range, or into remote areas for more realistic training. The unit also, can be used in a very confined space such as the backseat of a car or an indoor range. • Ease of operation - One person set-up. One handheld wireless controller operates up to 10-units, and there are 10-channels available for multiple simultaneous training sessions. • Quietness of unit operation - Electric motor allows near silent operation. No "telegraphing" of presentation in turn or pop-up mode. Shooter must react to the visual movement of the target, not an "audio" prompt by the actuation of pneumatics or hydraulics. • Flexibility; the possibility of creating countless training scenarios. • They can be used in shoot house scenarios, hidden for pop-up presentation or half hidden presentation. The weather resistant case will allow outdoor training in inclement weather. No need to halt training if it starts raining. • "On the Fly" Training Scenarios; the units training sequences can be instantly changed by simply moving the units from one position to another. The instructor can rearrange the entire training sequence while students are on a short coffee break. 2. Main unit basic specs: • Weather-resistant high impact carrying case. Up to 3,000 turn cycles with one battery charge, depending on operating temperature and target type. Pop- up target operation will result in fewer turn cycles. • Power Makita 14.4v, 1422/1220 rechargeable battery • Makita DC 1804 charger • 90 degree target turn • Maximum target weight: 4.5Kg (9.9lb) • Weight of the unit: 20Kg/44lb +/- • Dimension of the unit: 550mm x 400mm x 270mm (22" x 16" x 11") • Operating temperature: -4F to 122F • Storage temperature: -40F to 140F • Waterproof level: IP55 • 3-year warranty, parts and labor • Handheld wireless remote control unit (one per unit) and can control up to 10-target units. • Frequency 2.4 Ghz • Range up to 300m line of sight (range may also be affected by general back round electronic environment) • 10-target control (up to 10 targets can be simultaneously controlled) • 10-channels (up to 10-targets can be controlled per channel) • Quiet, high speed, high efficiency, high torque electric motor. Turn time setting (cumulative): 1/2 sec/ 1 sec/ 2 sec/ 5 sec/ 10 sec/ manual • All metal "y-shaped" attachment for turn target operation. • All metal "single arm" attachment for pop-up target operation. • Self-contained unit. • Motion Sensor: 15-foot range and can activate 1 or up to 10-units simultaneously. This has obvious applications in a shoot house or a "Hogans Alley" scenario. Placement of multiple motion sensors in the house or along the trail can silently activate different targets as the shooter or team pass by. The targets can also be used with "Airsoft" where live rounds are restricted. • Replacements part availability.
