- All Amendments to the Pre-Solicitation Notice are underlined : W912GB-16-R-0003: This pre-solicitation notice presents the U.S. Army Corps of Engineers Europe District (USACE NAU) intent to solicit a design-build contract for the construction of several new water main branches and sub branches that will become part of the water supply network serving the area around the village of Radučić, located in the municipality of Ervenik, Croatia. Originally a project planned and implemented by the municipality of Ervenik; this design-build project will complete the original water supply line project. The water supply network currently consists of a pump station located in Miljacka which is equipped with a pump set of 36.72 l/s capacity including back-up unit; a water main connecting the pump station to a 500 m3 water tank located on Radučka Glavica hill; and a gravity water main that runs from the water tank up to the restaurant located in Centar Radučić. Referencing the attached conceptual layout, the water main running from Radučka Glavica to Centar Radučić (black line) has been completed. The SOW will requires installation of the water branch line I-1 Vukmirice to Modrinici, I-2 Omcikusi to existing water main, I-7 Puace to Centar Radučić, I-3 Mirici to existing water main, I-4 Kutlace to existing water main, I-5 Devici to existing water main, I-6 Gornji Radici to existing water main, 11-1 Babici (Lkanovici) to Radučka Glavica (water tank), 11-2a/ 11-2b/ 11-2c Modriniici to Radici Donji, 11-3 Ljevaje Gornje to Omcikusi, 11-4 Ljevaje Donje to Omcikusi. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up information requests. No response is due at this time. This project will use a One-Phase Design-Build, Best-Value Acquisition Selection process in accordance with the United States Federal Acquisition Regulations (FAR) Part 15 and Part 36.3. The project will be solicited under Full and Open competition and will be awarded as a firm-fixed price construction project contract. The contract will be awarded and paid in U.S. Dollars. Responses are desired from firms who can demonstrate recent and relevant experience and past performance in design-build projects in Croatia/European Union, but expression of interests will be accepted from all interested parties. The technical (non-price) qualifications of the construction firm along with their submitted price will be evaluated by the Government. In accordance with FAR 36.204, the estimated magnitude for this design build construction project Install Water Supply Line, Raducic, Croatia is between $250,000 and $500,000. Contract Performance: 360 Days from Notice to Proceed The Government will post this synopsis, the solicitation, and all subsequent amendments through the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site www.fbo.gov. A local advertisement notification will also be placed in the Jutarnji List Daily. It is the Offeror's sole responsibility to obtain this solicitation and any subsequent amendments through the FBO.gov website. Offerors are encouraged to visit this web site and become familiar with its content and functionality prior to the solicitation issue date. Prospective Offerors must provide all information necessary to receive posting notifications. The solicitation will be issued on or about 14 December, 2015. Estimated award date is 1 February, 2016. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the Offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any. The Government reserves the right to cancel the RFP, either before or after the proposal opening with no obligation to the offeror by the government.
