Description
VISN 3 RFI DRAFT PWS FBO POSTING All vendors are required to review the entire attached RFI/Draft Performance Work Statement opening (11-27-2015 closing 12-07-2015), 10 calendar days. Vendors must provide all RFI PWS question to the Contracting Officer by the closing date 12-07-2015. Department of Veteran Affairs Source Selection Evaluation Team will have ten calendar days to provide answers to vendors' questions (12-07-2015 to 12-16-2015). Vendors will have 30 calendar days to submit their offer exact date TBD. Vendors will have two day after the closing date of the RFQ to schedule for the Oral Virtual Vendors Presentations (exact date XX-XX-2016 to XX-XX-2016) TBD. Registration officially closes on exact date XX-XX-2016 TBD. Oral Virtual Vendors Presentation period will open on exact date XX-XX-2016 and conclude on exact date XX-XX-2016 TBD. Scheduling will be for at least a two week time period. Department of Veteran Affairs will be audio taping the entire Oral Virtual Vendors Presentations Available dates will be posted in a subsequent announcement 1.Vendors are invited to provide an oral virtual vendors' presentation, during a two hour (90 minutes for presentation and 30 minutes for questions and answers). Vendors are responsible for acquiring the software need to participate in the presentation and providing a web access link to the Government. The presentation maybe conducted telephonically and the Government will provide a conference call number and code for telephonic communications during the presentation. Vendors should plan for up to 70 virtual attendees'. No confidentiality forms are required, no cost or pricing information is needed from vendors, and no offers will be requested from vendors at this time, and no proprietary information required. This information shall be provided within vendors RFQ offer. The presentation will not be scheduled in any particular order. The Government will try to accommodate vendors' scheduling requests. If a vendor requests a change after the schedule has been determined rescheduling will be at the discretion of the Government. The length of the presentation shall not exceed 90 minutes in length with an additional 30 minutes allowed for questions from Government attendees. 2.The Government's intent is to ask general questions of the vendors. However, vendors may ask ad hoc general questions addressed to the Government. The Government's response to vendors' RFI questions will be in writing back to the vendor. These written formal question and answers will be the official communications between Government and vendors. The Government will publish all responses to vendor questions and answers at the conclusion of the two week Government answering period. When the vendors' questions and Government answers are completed, they will form an attachment to the RFQ that is currently being drafted. Key personnel involved in contract performance should be included at the presentation (as opposed to solely marketing staff). The names and position titles of all presenters shall be provided to the Government via electronic email no less than one (1) business day prior to the scheduled date and time of a vendor's presentation. Presentations should address the areas and topics contained in the Draft PWS and highlight other relevant key features of the vendor system. This procurement is for one base and 4 option years. Government reserves the right to exercise any or all option years. Excel spread sheet is attached to RFQ for vendors to schedule their presentation, on a first-come-first-served basis. Two (2) vendors will be scheduled per day for the presentations. Schedule Tuesday, Wednesday, Thursday Friday First week, Second week Tuesday, Wednesday, Thursday Central Standard Time (CST) 8:00am to 10:00am, 10:00am to 12:00am or Noon 1:00pm - 3:00pm (CST). 3.Vendors will be given an opportunity to ask questions to Source Selection Evaluation Team (SSET) submitted through the Contracting Officer via emails before final issuance of the final RFQ Solicitation VA797N-15-Q-0001eaxct date 2016(TBD). 4. RFQ opens for 30 calendar days exact date 2016(TBD) closing date exact date 2016 (TBD). All RFQ will be due on or before exact date 2016 (TBD). No offers will be accepted after due date exact date 2016 (TBD) 3:00pm CST. Please be advised that the VA is planning not to require a product demonstration after proposal submission therefore, the appropriate language with scheduling instructions and other information will be included in the RFQ that is now being drafted. NOTE: Department of Veterans Affairs VISN 3 requires that all vendors be on the DIN PACS III contract Defense Logistics Agency Troop Support (DLA-TS) on, or before the closing date of the RFQ posting date exact date 2016(TBD) Closing date exact date 2016 (TBD).
