- SIZ120-16-Q-0001 Conference Registration Form SIZ120-16-Q-0001 RFQ PACKAGE The U.S. American Embassy - Baghdad Diplomatic Support Center (BDSC) has a requirement for the expediting service for U.S. Mission-Iraq personnel arriving and departing through the Baghdad International Airport (BIAP). Enclosed is a Request for Quotation (RFQ) No.: SIZ120-16-Q-0001. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter. Your quotation must be submitted in a sealed envelope marked "RFQ Solicitation Number SIZ120-16-Q-0001 - Quotation Enclosed" to the Contracting Officer, Michael Lampel, at the Baghdad Diplomatic Support Center (BDSC) at the Baghdad International Airport (BIAP) or via email to the following email address: BDSCProcurement@state.gov no later 16:00 Baghdad time on (or before) December 28, 2015. No quotation will be accepted after this time. The pre-proposal conference to discuss the requirement of this solicitation will be held on December 8, 2015 at 10:00 a.m. (Baghdad time) at the Baghdad Diplomatic Support Center in Baghdad, Iraq. The names of the participants must be submitted to BDSCProcurement@state.gov not later than December 5, 2015, 12:00 noon (Baghdad Time). No more than 2 persons will be admitted from each company. Participants will meet at the CAC1 of the Baghdad Diplomatic Support Center in Baghdad, Iraq. Direct any questions regarding this solicitation to BDSCProcurement@state.gov. Questions must be submitted in writing in English on or before December 10, 2015, 12:00 noon (Baghdad Time). The U.S. Government intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. Prior to award the successful offeror(s) will be required to have a DUNS number and be registered in SAM/CCR through the following sites: DUNS - www.dnb.com and SAM/CCR - www.sam.gov.
