Description
This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via FedBizOpps (www.fbo.gov) in the near future detailing requirements for the acquisition of Services to provide four towboats, each staffed with crews for 24-hour per day operation, to transport Government-owned fish barges to and from Lower Granite Juvenile Fish Facility to fish release areas below Bonneville Dam. Stops will be made at Little Goose and Lower Monumental dams to load additional fish or to pick up an additional fish barge for transport to the release site. The initiation of barging operations is based on runoff projections. The weekly transport of research fish may begin as early as April 6 and will cease at the direction of the Corps or when every-other-day or daily barge operations are in progress. During part or all of the daily Snake River fish barging operation, the Government will be direct-loading fish barges at Little Goose Dam. The Contractor will routinely transport a loaded fish barge from Lower Granite Dam, stop and pick up a loaded fish barge at Little Goose Dam, and then continue on the trip downstream to the release site. On return trips back to Lower Granite Dam, one of the empty barges will be left at Little Goose Dam. Direct loading of fish at Little Goose Dam may also take place during part of the every-other-day barging operation. Barging may continue until approximately mid-August when fish numbers will decline to where trucks will be used for their transport. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Set-Aside Status: The solicitation is scheduled to be issued as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) size standard for this requirement is 500 employees. Conducting Business with the Government: In order for the contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM). All Offerors must be SAM registered prior to receiving an award. Registration instructions may be obtained and online registration may be accomplished at www.sam.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. When available, the solicitation documents for this project will be accessible via FedBizOpps at www.fbo.gov. No CDs or hard copies will be available.
