- Description
- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the vendor to provide the software modification and upgrades to existing systems. The product and services will be provided by the University of Minnesota. Services provided will allow the update of the current system to meet existing requirements. The vendor NAICS code is 541712 and the business size is Other Than Small Business. The proposed purchase order is being solicited on a sole-source basis to the University of Minnesota. The proposed action is for the procurement of software update of the current system to meet requirements for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(iii). The basis for restricting competition is for the following reasons: The University of Minnesota provides highly specialized services and is the original creator of the software program associated with this contract. It is likely that award to any other source would result in Substantial duplication of cost to the Government that is not expected to be recovered through competition. The project requires the software to work with current systems, and switching vendors would produce unacceptable cost and delays in fulfilling the agency's requirements for the required application. The NSWCCD intends to award a firm fixed-price purchase order to the University of Minnesota using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 15 December 2015. This notice of intent is NOT a request for competitive proposals. However, all responses received by 2:00 pm EST on 12/15/2015 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
