- CRM WaRTAK Draft PWS Source Sought announcement and questions *Notice: This is a sources sought announcement. No proposals are being requested or accepted with this request. This is not a solicitation for proposals and no contract shall be awarded from this synopsis.* Supporting Documents: Draft Performance Work Statement Purpose: The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NACIS_ Code is 541512 which has a corresponding Size Standard of 27.5 M. The Government will use this information to determine the best acquisition strategy for this procurement. The government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NACIS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Background A requirement exists to establish a Wave Relay Tactical Assault Kit Sustainment Program referred to as WaRTAK. This document, along with the Draft Performance Work Statement (PWS) describes the capabilities of the WaRTAK System. WaRTAK is system consisting of one Wave Relay MANET, the ATAK app, and Cisco-based Cloud Relay assembled in a robust, hardened system that shifts the ability for any user to change anything, to a system more resistant to insider threats, user error, and misconfiguration. WaRTAK is focused on pre-defined, essential tasks. WaRTAK is the system arising from the Convoy C3 and Situational Awareness project, a joint effort between Air Force Research Laboratory's Center for Rapid Innovation, the 20th Air Force, and Air Force Global Strike Command started in mid-2013. WaRTAK is a multi-frequency, microwave radio communication system creating a convoy-wide Mobile Adhoc Network (MANET) to provide Air Force Security Forces a common operating picture and increased situational awareness. This situational awareness consists of voice/video/data and Global Positioning System (GPS) information being passed between WaRTAK equipment platforms including ground and air vehicles and dismounted security forces personnel. Additional connectivity is obtained with the use of cellular (secondary) and satellite communications (tertiary) connections along the convoy route in areas where line of sight communications are not possible. The System is currently being deployed at 3 missile fields FE Warren AFB, Malmstrom AFB, and Minot AFB involving ~70 personnel, 15-20 vehicles, plus 1-3 UN-1N "Huey" helicopters at each base. The WaRTAK A-Kit consisting of wiring and mounting brackets, is installed on convoy assigned ground and air vehicles. The WaRTAK B-Kit, containing the radio / networking equipment, is likewise mounted both in the ground and air vehicles. Interested parties should also review the Draft WaRTAK System Performance Work Statement and use the comment resolution matrix to ask questions or make suggestions. The contractor should note that there will be no production related activities associated with this effort.
