- Notice of intent to sole source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Office of Inspector General (OIG), intends to issue a sole source for one 12 month base and four 12 months option period to: CQ Roll Call, Inc. 77K Street NE Washington, DC 20002-4681 OIG seeks to obtain five (5) licenses to access nonpartisan legislature news, analysis, legislative tracking services, and advocacy tools. The Congressional Quarterly, (CQ) publications assists OIG in monitoring health news on Capitol Hill, Congressional hearings, recent publications on subjects of interests, regulations that affect the OIG, and legislation that pertains to the office. CQ Roll Call is a leading web-based news and information service that tracks and analyzes the federal budget and appropriations process. Each license permits only identified users to access and receive all year-round budget and appropriations related activities and in depth news via an exclusive email newsletter, expert and real source documents outlining appropriation bill and earmarks, including budget votes and spending bill continuing resolutions. CQ Roll Call on a weekly basis provides detailed analysis of policymaking process with a clear perspective on how legislation is shaped, who is shaping it, and how the process could affect individual interests. It is a customizable database that enables OIG to receive email alerts on new information pertinent to their mission objectives. CQ Roll Call is the sole distributor and provider of Congressional Quarterly Publications. No other source has been found to provide the timely coverage and analysis from the floor, committee markups, hearings, conference committee negations, and with breaking news throughout the day. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services OIG is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
