- The National Aeronautics and Space Administration (NASA) is seeking aeronautics community interest for a state of the art Wing Integration National Ground System (WINGS) test facility for adaptive wing testing under representative aerodynamic loading and induced wing bending. The facility will be achieved by adding to the existing infrastructure in the Combined Loads Test System (COLTS) facility at Langley Research Center, to enable a wide range of test capabilities, from low-Technology Readiness Level (TRL) exploratory testing, to full-scale or nearly full-scale integrated testing for verification, validation, and qualification of these advanced technologies. The purpose of this request for information (RFI) is to: 1.Define aeronautics community interest and use cases for the facility. 2.Develop facility requirements that will permit testing of a variety of different integrated wing concepts of interest to NASA and the aeronautics community. 3.Develop a viable design, cost estimate, and notional timeline for future tests, which will be used to develop a white paper describing the potential facility for internal decision making. Information received from the aeronautics community will also be used to determine the need for such a test facility.NASA envisions the concept of operations for this facility would proceed as described in Attachment 1. Note that the requirements for the WINGS facility will be derived from an amalgamation of responses received and no specific requirements will be attributed to any responder. Also note that customers to the facility will be expected to pay for utilization of the facility. There is no funding currently allocated for this RFI, and this RFI is not in preparation for any follow on research or facility award. Description of WINGS Facility The WINGS test facility will offer customers who are experts in controls, structures, and sensors a new test capability for aircraft wing structures and control effectors, with hardware and software in the loop. This will be a ground test capability that will allow for the evaluation of full scale multi-functional structures and systems interactions (actuators, sensors, and control algorithms) under representative aerodynamic loading and induced wing bending. The tests are directed at novel and advanced control effectors, such as conventional, distributed, and conformal flaps/control surfaces (both leading and trailing edges). Such a test facility is necessary to evaluate how complex control effectors interact with advanced, flexible wing structures and advanced actuators that do not scale well down to subscale/component testing. A key outcome from the implementation of such a facility is to reduce the risks and increase the TRL of advanced wing technologies for implementation in aircraft and to reduce time spent performing follow-on testing once integrated. This will help to lower the barriers to adoption of new technologies into aircraft designs, hence making the performance gains offered by the technology more attractive to prospective aircraft operators and accelerating the acceptance of these technologies into future aircraft. It is anticipated the facility will allow for the test capabilities described in Attachment 2. Description of Information Requested Responses to this request for information shall include: 1.Respondent Information: Name of Respondent; Respondents address; Name and contact information for primary Respondent Point of Contact (POC), including POCs name, title (or affiliation with respondent entity), email address, and phone number; and General description of Respondents capabilities and experience in the subject matter of this RFI. 2.Responses to the following: a.If NASA were to build an adaptive wing testing facility (WINGS), how interested would you be in testing at the facility? Note that there would be user fees associated with the testing. Affirmative responses are not binding in either requiring the respondent to test in the WINGS facility, or in requiring NASA to build or provide priority in scheduling access to the WINGS facility. Instead, these responses will be used to assess the interest in the community for having such a capability developed for future use. b.Identify potential use cases that you may be interested in testing in the WINGS facility. Please provide a description of the test article(s) and types of tests that may be performed in the WINGS facility. c.What requirements (forces, displacements, rates, sizes) and special considerations would there be related to any particular use cases identified? If specific ranges of requirements are enabling for envisioned testing (do not have to be associated with a specific use case), please provide these ranges for consideration in scoping the minimum and maximum capabilities to be integrated into the WINGS facility. d.Provide feedback on schedule, including possible test durations and usage of the WINGS facility in the first five (5) years of operation starting in the first quarter of calendar year 2018. It is emphasized that this RFI is NOT a Request for Proposal, Quotation, or Invitation for Bid. This RFI is for information and planning purposes only, subject to FAR Clause 52.215-3 titled Request for Information or Solicitation for Planning Purposes, and is NOT to be construed as a commitment by the Government to enter into a contractual and/or binding agreement, nor will the Government pay for information solicited. The Government may request follow-on discussion with one or more respondents, at the Governments discretion, to obtain clarification or additional detail of the material submitted. Respondents will not be notified of the results of the evaluation. It is not NASAs intent to publicly disclose Respondents proprietary information obtained in response to this RFI. Proprietary and export controlled information should be marked appropriately in your response. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a Respondent as Proprietary or Confidential will be kept confidential. NO CLASSIFIED INFORMATION SHOULD BE INCLUDED IN ANY RFI RESPONSE. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in the FedBizOpps and/or NASA Acquisition Internet Service websites. It is the responsibility of any potential offerors/bidders to monitor these sites for the release of any solicitation or synopsis.
