- The US Environmental Protection Agency (EPA) has a requirement for exterior landscape services in the Research Triangle Park (RTP), North Carolina. The contractor shall furnish all labor, materials, equipment, personnel, and supplies (except as otherwise specified herein) and otherwise do all things necessary to maintain the grounds at EPA-RTP, locations listed below, in an ecological manner which enhances the appearance and cleanliness of the site as a whole, promotes the sustainability of the managed landscape, and minimizes negative impacts to the environment. Work under this contract shall include, but is not necessarily limited to: mowing; trimming; edging; fertilizing; soil pH adjustment; seeding; sodding; aerating; recycling/composting of yard waste; mulching; outdoor pest control; watering; tree and shrub pruning and trimming; weeding; planting and establishment of new plants; invasive plant identification, management, and control; and policing of grounds. In addition, the contractor shall maintain: wet detention ponds; bioretention areas (rain gardens); site storm drainage system; wetland pond; utility easements; flower beds; butterfly habitat gardens; and wildflower meadows. The contractor must have successful ecological landscaping experience including administrative experience at a level equivalent to that of this scope of work. The project manager shall have experience in all facets of landscaping as required by this statement of work. Additional work requirements are further described in Appendices for each of the areas to be serviced under this Statement of Work and for supplemental requirements in conformance with applicable EPA-RTP Campus Policies and Procedures as referenced herein. This solicitation is a competitive Service Disabled Veteran Owned Small Business set-aside. The North American Industry Classification System (NAICS) code is 561730 Landscape care and maintenance services and the business size standard $7.0 million. The Government anticipates a single award firm fixed price contract that includes a base year and four 12-month option periods. An award will be made in accordance with FAR part 12 and 15. The Government anticipates awarding this contract based on lowest price technically acceptable procedures. It is anticipated the solicitation will be posted on www.fedconnect.net/ on or about December 17, 2015. The anticipated date of the contract award will be on or about January 29, 2016 with an effective date of February 1, 2016. A pre-proposal conference, including an organized site visit, will be conducted at EPA-RTP facilities on or about two to three weeks after solicitation announcement (the RFP will include the actual date and details). You must register in writing through the Contracting Officer identified below in order to attend the conference/site visit. Registration will be accepted until four workdays prior to the conference date. Requests to attend the conference/site visit after this date and time may not be honored. The solicitation SOL-NC-16-00005 will be available for downloading at FedConnect located at the following internet address: www.fedconnect.net/.
