Description
EQUIPMENT LIST This a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items", as supplemented with additional information included on this notice. This announcement constitutes the only solicitation; a written solicitation document will not be issued. The solicitation number is 16-000159. This solicitation is issued as a Request for Quote (RFQ). This is a small business set-aside. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 2005-83. The North American Industrial Classification System (NAICS) code is 811310. Government anticipates this will be a firm-fixed priced contract with 1 year base and 4 one year option periods from date of the award. Statement of Work: The NIH Clinical Center Materials Management and Environmental Services Department (MMESD) are responsible for the management, training, maintenance and repair of all self-propelled vehicles (SPV) that are used in the NIH Clinical Center. SPVs are devices used by specially trained and licensed NIH employees and contractors to transport supplies and equipment required for patient care, research support and facility management. SPVs include, Transport Tuggers, Sit down Tuggers, Forklifts and Pallet Jacks. The purpose of this solicitation is to procure quarterly maintenance and repair services for the NIH Clinical Center SPV Fleet. Scope of Work The SPV fleet for the NIH Clinical Center consists of approximately 18 tuggers, 5 pallet jacks, 1 electric fork lift and 1 presto walkie lift. The equipment is housed on the B2 Level of the NIH Clinical Center in the following areas B2N246 and B2-2426. A quarterly maintenance agreement is required for all the listed equipment. Quarterly maintenance shall include inspection of the equipment for any required repairs, lubrication of the equipment and any adjustment to mechanical parts and reservoirs as required. Preventative maintenance shall be scheduled at least one week in advance to ensure that the equipment can be promptly available for service. MMESD will be responsible for providing adequate area for the technician to service the equipment. In addition to routine maintenance MMESD requires a repair agreement for the fleet. The repairs shall include (but not limited) to the following: Repairs of flat tires Installation of new tires Battery Replacement Installation of key pads to new equipment All other repairs as required. The repairs and services will be authorized by the Section Chief and/or his deputy. All service and repairs should be conducted during the hours of 8:00 am. - 4:30 pm Monday through Friday except for federal holidays onsite at the NIH Clinical Center in Bethesda, MD. The Government does not pay for transportation or commuting time. Hourly rate starts at the time of arrival. All parts shall be original manufactured parts and all parts will be provided by the vendor. The fleet will be updated over the life of the contract so changes may be made to the SPV list. In addendum to FAR 52. 212-2, quotations will be evaluation on 1) technical, 2) past performance and 3) price. Technical is more important than price. The scoring method is a numerical rating. Technical The Offeror shall demonstrate that they have the capability to provider the required maintence and service as indicated. 60% Past Performance The Offeror shall provide a list of at least three references currently being serviced including contact information. Scoring in this category will be dependent on the quality of services provided to other accounts of equal or greater size and complexity as the NIH Clinical Center. The Government may also consider past performance not listed in references. 40% Price The proposed price for achieving required tasks and deliverables shall be evaluated but not scored. The price evaluation shall determine whether the proposed prices are fair and reasonable in relation to the solicitation requirements. Proposed prices shall be entirely compatible with the technical quotations. Although price is the least important evaluation factor, it shall not be ignored. QUESTIONS DEADLINE: All question requests for NIH are to be submitted via email to susan.nsangou@nih.gov by December 4, 2015, 10:00 a.m. EST. QUOTATIONS DUE: All quotations are due, no later than, 12:00 pm, EST on December 15, 2015 email to dculpepper@cc.nih.gov. The solicitation does not commit the Government to pay any cost for the preparation and submission of a quote or proposal. PROVISIONS and CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. The following agenda has been attached to this provision: see above.
