Description
THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on December 7, 2015: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $75 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value to Multiple Award Task Order Contract (MATOC) for a Kauai Program of Bridge construction project in which you performed ( as the prime contractor ) constructability reviews of design plan drawings, bridge/roadway value engineering, fabrication and/or delivery of individual bridge elements or temporary works, bridge demolition, construction of temporary and permanent single and multi-span bridges and foundations, mobilization, contractor sampling and testing, earthwork, dewatering, walls, asphalt and concrete surfacing, drainage improvements, traffic control, installation of traffic signals and signs, and other work incidental to bridge construction projects. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: Multiple Award Task Order Contract (MATOC) for a Kauai Program of Bridge construction The Central Federal Lands Highway Division (CFL) of the Federal Highway Administration in partnership with the Hawaii Department of Transportation, anticipates awarding a Multiple Award Task Order Contract (MATOC) for a Kauai Program of Bridge construction. CFL is seeking a minimum of three qualified contractors to provide constructability reviews, logistical support, construction sequencing and other general construction services support as well as construction necessary to construct temporary and permanent works for a program of bridge projects located on the Island of Kauai, in the State of Hawaii. Potential contractors will be required to demonstrate bonding capacity of up to $30,000,000 per task order, with a yearly aggregate bonding capacity of up to $75,000,000. The request for proposals will include all contractual requirements for which the work is being requested. The first Task Order Request for Proposals (RFP) will be issued simultaneously with the MATOC Request for Proposal. Offerors will be required to submit a price proposal for the first task order as well as qualifications for the base MATOC RFP. The proposal for the first task order will be used to evaluate price reasonableness for the award of the MATOC. Each contract awarded will consist of one base year and Government options to extend the contract for four additional one-year periods. Each contract will have a maximum not-to-exceed five year total of $75,000,000. There is no limit on the amount awarded to any contractor in any contract year up to the contract amount. Each contract will operate with individually competed task orders issued in accordance with the terms of the contract. Task orders will be predominately for construction activities. The scope of the task orders may include, but are not limited to constructability reviews of design plan drawings, bridge/roadway value engineering, fabrication and/or delivery of individual bridge elements or temporary works, bridge demolition, construction of temporary and permanent single and multi-span bridges and foundations, mobilization, contractor sampling and testing, earthwork, dewatering, walls, asphalt and concrete surfacing, drainage improvements, traffic control, installation of traffic signals and signs, and other work incidental to bridge construction projects. This is competitive best value procurement and evaluation factors for award are fully stated in the RFP which will be available as noted below. Evaluation factors will include the contractor team qualifications including key subcontractors, key personnel, contractor past performance on similar projects, financial capability and bonding capacity, location of key contractor/subcontractor personnel, successful experience with alternative delivery on construction projects, and demonstrated experience on the contractor team in executing a QA/QC Program. The government may award a minimum of three contracts resulting from this solicitation to the responsible offerors whose offers, conforming to the solicitation, will be most advantageous to the Government, price, technical, and other factors considered. Tentative advertisement date is on or about February 16 th, 2016.
