Description
ANGRC Mailroom Support Services PWS W9133L-16-R-Mailroom Sources Sought Notice Brief Description: The National Guard Bureau's Air National Guard Receiving and Document Control Center (DDC) under the (NGB/CCY) provides mission critical services for receiving, processing, distributing, and dispatching United States Postal Service (USPS) and official mail. Receives and distributes all official inbound and outbound material, sorting, consolidating, and private small parcel delivery companies. The contractor shall perform the requirements in this PWS and conform to the professional standards identified in this contract, and shall follow all applicable instructions and directives as identified in this PWS. Contractor tasks include, but are not limited to, the following: provide services for receiving, processing, distributing, and dispatching United States Postal Service (USPS) and official mail for all ANGRC supported activities. Contracting personnel will distribute 10,530lbs a year of official mail and 5,020lbs a year of accountable mail. The contractor shall be responsible for receiving and distributing all official inbound and outbound material, sorting, consolidating, and private small parcel delivery companies. The contractor shall prepare all mail for transmission in compliance with the private express statute In Accordance With (IAW) DoD 4525.8M. The contractor shall analyze services available from the Official Mail Center and private small, parcel delivery companies and select most cost efficient mode that will satisfy the delivery requirement. The contractor shall ensure official postage is only used IAW United States Code 39 and the USPS Domestic Mail Manual and safeguard and protect all mail IAW USPS Domestic mail Manual and all administrative communications IAW DoD 4525.8-M and DoD 4525.8-M, AF Supplement. No solicitation is being issued at this time. It is anticipated the contract period of performance will be base year of (12) months and two (2) one (1) year option period. Size Standards: $7.5 Million Place of Performance: 3500 Fetchet Avenue, Joint Base Andrews MD 20762. The National Guard Bureau (NGB) Operational Contracting Division is conducting market research to determine the availability of qualified sources to provide ANG Mailroom Support Services. THIS IS NOT A FORMAL SOLICITATION. The Government is seeking to determine what qualified sources exist to fulfill this requirement. This information may be used to determine if there is a potential of a small business set-aside. The purpose of this "Sources Sought/Market Survey" is to gain knowledge of potential qualified sources and to develop additional knowledge of the existing market for the required services. The Government requests interested parties submit a response which shall include a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., Small Business, SDB, 8(a), HUBZone, SDVOSB, WOB, Large Business, etc), anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor protégé relationship, etc.), and a description of same/similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by teaming partner. Capability Packages should clearly address the following: A technical understanding of the critical services for receiving, processing, distributing, and dispatching United States Postal Service (USPS) and official mail. Receives and distributes all official inbound and outbound material, sorting, consolidating, and private small parcel delivery companies. Past Performance: Do you have specific past performance and experience with mailroom support services. In addition, the following questions must be answered and elaborated on as part of the package: •(1) Past Performance - Does your firm have the relevant past performance experience within the last three years of Mailroom Support Services? •(2) Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, value and difficulty of work in Mailroom Support Services? •(3) Technical Capability - What is your current technical capability to support this requirement?
